At any place or places where troops are or may be Rationed, marched or recruited within the Rate of South Carolina. 15. At any place or places w here taoops are or may be Rationed, marched or recruited within the Rate of Georgia including that part of the Creek's land lying within the territorial limits of fa id Rate. A ration to confiR of one pound and one quarter of beef, or three, quarters of a pound of faked pork, eighteen ounces of bread or flour, one gill of rum, whifkey or brandy and at the rate of s quarts of fait, four quarts of vinegar, four pounds of foap, and one pound & one half of candles to every hundred rations. The prices of the feveral component parts of the ration fhall he fpecified, but the U. States referve the right of making fuch alterations in the price of the component parts of the ration aforelaid,

as fhali make the price of each part thereof bear a juR proportion to the propofed price of the whole ration. The rations are to be furnifhed in fuch qualities, that there fhall, at all times, during the term of the propofed contract, be fuflicient for the confumption of the troops for fix months in advance, of good and wholefome provilions, if the fame fhall be required. It is alfo to be permitted to all and every of the commandants of fortified places or poRs, to call for, at feafons when the fame can be tranfported, or at any time, in cafe of urgency, fuch fupplies of like provifions in advance, as in the discretion of the commander fhall be deemed proper. Sfis underRood that the contractor is to be at the expenfe and rifk of ifluing the fupplies to the troops and that all loffes fuRained by the depredations of the enemy, or by means of the troops of the United States, fhall be paid by the United States at the price of the article eaptureel or ck Rroyed as afore fa id, on the depolitions of two or more perfons of credible characters, and the certificate of a qommiffioned officer. Rating the circumRance of the lofs, and the amount of the articles for which compenfation fhall be claimed. The privilege is referved to the IT. States of requiring that none of the fupplies, which may be furnifhed under any of the propofed contracts, fhall be iflhed, until the fupplies which have been, or may be furnifhed under the contract now in force, have been con fumed. The Poftmafter General may expedite the mails and alter the times for arrival and departure at any time durii-g the continuance of the contract, he previoufly ftipulating an adequate compenfation for any extra expenfe that may be occafioned thereby. 2- Fifteen minutes fliall be allowed for opening and clofing the mail, at all offices here no particular time is fpecified. S. Ydt every thirty minutes delay (unavoidable accidents excepted) in arriving after the times prefcribed in any contract, the contractor fhall forfeit one dollar; and if the delay continue until the departure of any depending mail, whereby the mails defined for fuch depending mail lofc a trip, a forfeiture of double the amount allowed for carrying the mail one trip (hall be incurred, unlefs it (hall be made to appear that the delay was occallioned by unavoidable accident ; in which cafe the amount of pay for the trip, will, in all cafes, be forfeited tid retained. 4. Perfons making propofah are dr fired to ftate their price's by the year. Thofe who contract will receive their pay quarterly in the months of February, May, Auull and November, one month after the expiration of each quarter. 5. No other than a free white peifcn fliall be employed to convey the mail. 6.
