AN ACT fupplementary to the a to provide additional revenues for defraying the expenditures of government and maintaining the public credit, by laying a direft tax upon the United States, and to provide for a (Telling and collecting the fame. And be it further enacted, That on every transfer of the valuation of real eftate or ilves, by which any perfon who is chargeable with a tax fliall be releafed from fuch tax, the principal affc (Tor mall be entitled to demand and receive from fui h perfon, the fum of 50 cents ; Provided, That the transfer for which fuch fee is paid lhall be confidercd as embracing the whole valuation of any perfon, whether of real ettatc or flaves fo transferred. Sec. iO. And be it further enacted, That fo much of the 39th frc. of the aforcfaid a, palied the 9th of J anuary, 18 I 5, as re. fpedls the time within which transfers and changes of property fhall be afcertamed, 8c the making out aftd delivery of thr lifts thereof, be, and the fame is hereby rept ded. Sec. 1 i. And be it further enacted, That in cafe any circumftnnce rtiall prevent a com pliance, in point of time, with the foregoing provifiotis, the fteps required (lull neerthelefs be taken thereafter, in which event the fame notices fhall be given and the fame terms of time be allotted to the performance of the feveral duties, that would have been requilite, had no fuch failure exited. Sec. IS. And be it further enacted, That the duties aiorefaid, required of the principal aflfeflors, and the (fcrnpenfaticn ijr the performance thereof, fliali.be confined to thofe Rates which flitill not have affumed the payment of the direct tax laid in any year, or having aiTumcd, fliali not have duly paid the fame. Sec. 13. And be it further enacted, That in default of the perfoimance of the duties enjoined by thtl aft on any principal alTesfor, he hSall forfeit and pay, for the ufe of the United States, a ftlil) not exceeding 500 dollars, to be fued for and recovered in the name of the United States, in any court having competent jurisdiction. Sec. 14. And be it further enacted. That all letters to and from the principal afSVfforti relative to their ofh ial duties, IImII be tran imitted free of p ftage. That in lieu of the compenfations heretofore allowed to the principal aflfcifors, they fhall refpeclively receive for every year in which a direct tax fliall be laid, a falaiy of 200 dollar) and 3 dols. for every ICO taxable perfuns contained in the tax li.'ls delivered to the collectors, together with an allowance for the neceitiry and reafonable charg. cs for books and fUtionary ufed in the execution of their duties, which faid duties fliall be confidered as embracing the correction of errors, as authorifed by law. And the Prefident of the United States mail be, and he is hereby authorifed to augment, in cafes where he tliall deem it nccefTary, the foregoing compenfation : Provided. That there fhall not be allowed to any one principal afTefior in any fuch year, more than 200 dollars in addition to his fixed compenfation : And provided, That the whole extra amount thus allowed (hall not exceed in fuch year 10,000 dollars. And fr the purpofe of carrying this act into effect, there is hereby appropriated in each year in which a direct tax fliall be laid, a fum of 100,000 dollars, to be paid out of any money in the Treafury not otherwife appropriated : Provided, That any other exifling appropriation for the faid purpoles be, and the fame is herebv repealed. Sec. 16. And be it further enacted, That in lieu of the time now fixed by law for the cornmencem''nt of the collection of the direct tax, it fliall be in each diflriit immediately fubfequent to the day on which the tax lifts (hall be delivered to the collector thereof. Sec. 17. And be it further enacted, That in all cafes in which a tax (hall be charged for Oaves, the real eftate of the perfon charged therewith, may be fold therefore, in the
fame manner as for a tax due thereon : but no flave fold for ttxes fliall be purchafed on behalf of the United States. Sec. 18. And be it further enacted, That it mall be lawful for the Secretary of tha Treafury to aflign to the commiffioiier of the revenue, the duty of fuperintending the; alfcflors, valuations and afieflments under the laws impofing a direct tax, as well as the collection of the tax, fubject to his directions and control according to powera vefted in him by law. Sec. 19. And be it further enacted That the foregoing provifions (hall apply to any direct tax impnfed or to be impolicd upon the Diftridl of Columbia, and fhall be and remain in force, any thing in any former ac or acts to the contrary nothwithfUnding. Sec. 20. Provided always, and be it fur ther enacted, That the equalization Sc apportionment of the direct tax made in the year 1815 by the board of principal aflYt fois for the Hate of Delaware in virtue of the before recited acl, entitled M An act to provide additional revenues for defraying theexpenfes of government and maintaining the public credit by laying a direct tax upon the United States, and to provide for aflfeding and collecting the fame," fhall not be in force or have any effect as it relate! to that Rate's quota of the direct tax iro pofed by the aft of Congrefi, ps(Ted the 5th day of March, 1816, or that (hall be impofed by any fubfequent act of Gongrefs ; and it fhall be the duty of the faid board of principal afiefTorj again to convene in general meeting on the Ift Monday in June next at Dover, in the faid ftate, and then 8c there diligently and carefully re-confider 8c re-examine tht feveral lifts of valuation for the direct tax for the faid ftate, for the year 1814, and they fliall have power to revife, alter, readjuft Sc equalize the feveral lifts of valuation afore faid for the counties of the faid ftate refpettively, by adding thereto, or reducting therefrom, fuch a rates per centum as (hall render the valuation of the faid cou es relatively equal according to the prefent actual ready money vnlue of the property aflclTed and contained in the faid lifts of valuation ; and (hall thereupon apportion to each county in the faid ftate a quota of the tax bearing the fame proportion to the whole direct tax impofed on this ftate, as the aggregate valuation of each county bears to the aggregate valuation of the ftate ; and the valuation, equalisation and apportionment fo made by the board of principal alfefTors aforcfaid (hall be in full force and opperation, and remain unchang cd, fubjc onlv to the exceptions contained in the firft fection of this act ; and the faid hoard of principal allrflors fliall, within 20 d;ys after their meeting as herein before directed, complete the faid revifion, equalization and apportionment, and fliall record thr fame, and in all refpeils not herein otherwife directed ; (hall conform to the provifions contained in the act in this fectica firft above recited. AN ACT to allow drawback of duties on fpirits diftilled 8t fugar refined within the United States, and for other purpofes. BE if enacted by the Senate and House of Representatives of the United States of inter tea, in Congress assembled. That a drawback of 6 cents for every gallon of fpirits, not below firft proof, diftiilcd within the United States, or the territories thereof, fliall be allowed on all fuch fpirits as (hall be exported to any foreign port or place, other than the dominions of any foreign ftate immediately adjoint. g to the United States, adding to the allowance upon every gallon of fuch fpirits fo diftilled from molafles, four cents, which allowance fhall be made withoyt deduction : Provided That the quantity fo exported fliall amount to 150 gallons at the leaft, to entitle an exporter thereof to drawbatk, and that no drawback fhall be allowed whenever any of the faid fpirits fliall be exported o'herwife than in veficls not lef than 30 tons burthen. Sec. 2. And be it further enacted, That in order to entitle the exporter or exportera to the benefit of drawback allowed by this aft, on fuch fpi.its fo diftilled, the veficlg or cafks containing the fame (hall be branded or otherwife marked, in durable characters with progrcflive numbers, with the name of the owner, the quantity thereof, to be
