(CIRCULAR.) Vincennes July 17, 1816. Citizens of Indiana. AT the late period of the 13th int. by and through the warm and anxious wish of mv personal and political friends. I came forward a candidate to represent Indiana in congress. Although citizens, it is mv fervent wish Sc desire, for every one of you to he made and become acquainted with my situation among you, with my politics and m v c!;i a 'lev. and with my qualifications. in order for von to he fully enabled on the day of your choice, to ju I je im martially and correctly of my merits and demerits 1 f ar,& indeed I know from the short time allowed you, by the constitution fixing the day on which you shall elect your important officers, S particularly your representative in congress, yon will not be enabled to do so. Time and opp rtunity should be given the people in a representative government, to consult together, and to inform themselves of the politi 's, chara 'ters, qualifications and situations of those who are anxious and willing to represent them. Hasty and precipitate elections 1 conceive almost a denial of the right of choice in the people ; for unless time is given and allowed in a representative government, for the citizens to consult thehv.interest, and to inform themselves of the former and past conduct of those who a e solicitous and frilling to represent them and of their interest in the country ; they cannot know which of the candi fates will most probably secure f" teir rights, 6c support their interests ; the people are then masureably voting in the dark, i rii iced blindfolded : w 'ten thus situated citizens, it becomes you to reflect and ponder. Ma ly of you fellow citizens, probably will vote with those honorable gentlemen who have represented you in your convention and territorial legislatures, not insulting your judgment, nor doubting your independence, but because you may not be personally acquainted with the moral, individual or political characters or talents of the candi lates for vour suffrage. As a citizen, and as a candidate, I do say, and I do conscientiously and politically think it a dangerous election when you de pend alone upon the choice of your representatives in the conve ition and territorial legislature, in the election of vour repesentative to congress. Citizens, as a candidate. I am in hopes vou will justify at least pardon me, in giving you a brief statement oi my citizenship, of mv situation among you, and of mv politics. 1 be ame a citizen of the territory in the year 1809, then a youth in the same vear I enter e I i ito the study f law ; disturbs ices soon after commenced w.th the India is. and the situation of the territory occasioned by the Indian war, withdrew mv attention. After the danger and disturbance hadmeasureabiv cease I. 1 returned to my studies, and soon obtained a license to practice, by whi :h It a e lived. sess is with and among you : my interested friends, my family and mv family connexion, resides amongand with you ; my principles, my politics, my ideas and opinions of right and wrong hav e been formed in the territorv, where I am in hopes they may arrive to maturity. A dependant representative government 1 have ever, &, am still fond of, and shall always support I consider it the only system of government upon earth that can secure and preserve to the people their rights and liberties ; their interest, security, safety, and their freedom of conscience. I consider it important to the security of the peoples liberties and rights in a representative government, to watch, observe and know the conduct of every officer, and particularly their representative this is a right you have, citizens, and one that you should never loose sight of. Let the representative be under the influence, care and guardianship of the represented let the representative exhibit a degree of ... , . " igiience and anxiety to represent the peoples rights and interest the people convinced of this, and his wish to do right, and to a:t consistent, so far as he is knowing to their wish and interest, art eiTor of judgment in him would be looked over and forgotten. Nothing can be more gratifying to a man than to be chosen from among the citizens of his state or distinct, to represent them in the general government. And should I, citizens, be your choice it shall he my greatest pleasure to merit your confidence. & to represent your wishes and interests, to be vigilent attentive & wabh ful of your rights, honor, liberty and safety and at the approach of danger to sound the alarm. Nothing would have given me more pleasure, than to have had time given by the constitution to enable me to have visited the citizens of the different counties but as it is, it will scarcely give mv name and sentiments, hrot t v medium of the news papers in the state1, circulation. I shall now leave you to your own judgment in the choice of your representative in the next congress, with this solemn declaration to you, that is, I have came forward at the solicitation of my political friends, free fn m the influence of partizans or party spirit, uninfluenced & remote from every w ish or view but the good of the state, united with the interest of the United States.
