A gentleman in Louifiana, we arc informed by a corrcfpoiulent in that country, has recently written a work, the ohjeel of which is to prove, that the Miffippi may be reduced within its banks, and that the fwamp of Louifiana may he rendered dry and habitable ; which the author conceives he has completety eftablifhetl. He has alfo formed an eftimate of the quantity ofhi)or neceflary for the above purpofes, and computes lhat part of it which will fall u ithin the State of Louifiana at lefs than has already been expended on the levees. The moft practicable means of accomphlhing the above purpofes are laid down, as he conceives with clear nefs and preci (lion. The neceiTary works for this purpofe, he further contends, ought to be immediately commenced becaufe in cafe of del ly the country will iustain an annual deterioration. We do not pretend to investigate their conduct in regard to the improper kind of warfare w ith the revolted people. The ancient practice of Spain has been conitantly in oppnfition to the dicl ites of humanity & the doctrines of the moll: revered publicitts. It is well known that the full regency of Spain during the late war with France declared all the ports of Venezuela in a Rate o! blockade on account ol the rebellion ot thole provinces. The ports of New Grenada were not comprifed in that decree or if it was the cafe the blockade never has been carried into execution. Our citizens were of courle permitted to trade w ith the revolted countries, as there was no naval or land force to hinder the free intercourfe. WhtUever the citizens of the U.
