I will now call your attention, fellow citizens, to the political hiftory of our territory. Previous to the fall of 1805, you were measurably enslaved under the firO grade
of government, for you paid taxes without your content ; to remedy which, we ailumed the fecond or reprefentative grade, where all, thro their proxies, have a right to debate, council and declare. States for the term of five ears. To cure this, malady in our political conllitution, the general government were petitioned upon thofe points, and granted the deiirable and tleftred relief. An American by birth, In heart and in conduct an admirer of her rights and a fupporter of her laws an opponent to the tyrannical principle which would enflavthe liberty of a fellow being for our own eafe or convenience, and an advocate for free but energetic governments.
