At Niagara, Detroit, MiehilimacIcinac, Fort Wayne, Chikago, and in their immediate vicinities, and at any place or places, where troops are or may be Rationed, .marched or recruited within the territory of Michigan 2nd. Propofals will be received at the fame time for fupplying rations within the diftricts aforefaid, for two years, commencing on the firRday of June, one thoufand eight Tiundred and eleven. 5th. At any place or places, where troops are or may be Rationed, marched, or recruited, within the Rate of South Ca rolina 16th At Ocmulgee, Old Fields, and at any place or places, where troops are or may be Rationed, marched, or recruited, within the limits of the Rate of Georgia. 17th Propofals will alfo be received, as aforefaid, for the fupply of all rations which may be required by the United States, for the troops which are or may be Rationed, marched, or recruited, within the town of Springfield, in the Rate of Mafia cbufetts; and for the armorers, and other perfons employed in the United States ar mory at that place, from the firR day of June, one thoufand eight hundred and eleven, inclufive, to the firR day of June, one thoufand eigtit hundred and twelve. A ration to confiR of one pound and one quarter of beef, or three quarters of a pound of pork, eighteen ounces of bread or flour, one gill of rum,whifkey, or brandy, and at the rate of two quarts of fait, four quarts of vinegar, fonr pounds of foap, and one pound and a half of candles, to every hundred rations. The prices of the feveral component parts of the ration fliall be fpecified ; but the United States refcrve the right of making fuch alterations in the price of the component parts of the ration aforefaid, as mall make the price of each part thereof bear a juR proportion to the propofed price of the whole ration. The rations are to be furnimed in fuch quantities, that there fliall at all times during the term of the propofed contract, be fufneient for the conlumption of the troops at Michilimackinac, Detroit, Fort Ofage, and Belle Vue, Chikago, for fix months in advance ; and at each of the ports on the weRern waters, for at leaR three months in advance, of good and wholefome provifions if the fame mail be required. It is alfo to be permitted to all and every of the commandants of fortified places or poRs, to call for at feafons when the fame can be tranfported,or at any time in cafe of urgency, fuch fupplies of like provifions in advance, as in the difcretion of the commandant fhall be deemed proper. It is undcrRood that the contractor is to be at the rifk of ifluinq; the fupplies to the troops, and that all lofles fuRained by the depredations of the enemy, or by means of the troops of the United States, fhall be paid by the United States, at the price of the articles captured or deRroyed, as aforefaid, on thedepofition of two or more perfons of credible characters, and the certifi. cate of a commiffioned officer, Rating the circumRances of the lofs, and the amount of the articles for which compenfation fliall be claimed. The previlege is underfioor1 to be refcrved to the United States, of requiring that none of the fupplies, which may be furniflied under any of the propofed contracts, fhall be iffued, until the fupplies which have been, or may be fumimed under the contracts now in force, have been contained ; and that a fupply in advance, may be always required at any of the fixed poRson the fra brnrd, or Indian iVontier, not excceuin three rv.cnths.
