It began in a coopcr's ftnpi near the wharves, adjoining Union ftrcet. The lofs is' eftimated at near 200,000 dollars. LONDON. Auguft 16. Frefh disturbances have broke out in the Tyrol. Saturday a cabinet council was held at the Foreign office. The objrdfc of deliberation was fuppofed to relate to Bonapari's late decrees. On the operation of the late French commercial arrangements, we have a few partitulars by two (hips, which arrived from Oftend and Dunkirk. We have a hope of obtaining the releafe of a great part if not of all the American property and (hips feized in the ports of Fraiice." Another from Dunkirk notices the practical application of new indigencies of Atnericans, and announces in a poftcript to the letter, that two (hips from the United States had been rcleafcd from fequeftration. The governor apprifed that lord Willington would make no attempt to relieve it, would have fur rendered ffoner, but was pievented by the inhabitants. Some more tranfports, with troops, hate failed for Lifbon, to join lord Willington's army. It is faid his lordGSip has requeiled a reinforcement of 20,000 men, before he ventures an engagement with MaflVna. We do not, however, think that much credit is due t this rumor. The report af a general acYion on the 19th and 20th is now extirely exploded.

A London paper of Auguft 20, ftates, that a confpiracy againft the life of Bonaparte was difcovered at Breda, and that two of the principal perfons engaged in it had been arrefted. The Ruffians have obtained a complete victory over the Turks, who loft in killed, wounded and prifoners, 8000 men. The Ruffian troops took, after the battle, Bazmschik byaiTault.
