States would b- general, inftead of being directed folely againft his majefty's ftiips. The non importation law would be alfo general, and the confrqaence would be that his majefty's fubj-cts would get a greater quantity of gds into the U. States, but French fubjects could not introduce any. Should his majefty deem it proper to confiler the non-inter oui fe law in the light of a municip) regulation, which the U. States had a riht to eftablilh, and not a meafure of hoftility, I am perfmded it would not br in the power of any party in this country, even if they wiftied it, to bring on a war with Gnt Britain. Boyce, who commands the Molelle, fired a (hot at us as we pa (Ted, which capt. Trippe confidered as an intimation that he wifhed to fpeak with us.
Sereral mufket balls were fired from the boat into the vefiel ; and at the very moment the Britifli officer was polite ly received on board the Vixen, and before he had taken a memorandum of the reply which was given by captain Trippe, to the meffage which was delivered capt. Boyce fired a round (hot, which came over the quarter deck, and penetrated the main boom of the Vixen. Capt. Trippe immediately difcharged the Britifli officer, and prepared for action. The Englifh brig Hipped her cable and got under way, menacing an attack on our veffcl. Sn foon as fhe approached within a proper diQance, capt. Trippe difpatched a boat with his firli lieutenant, to demand of the Britifli officer an explanation of his conduct ; who fent his lieutenant on board the Vixen, with various apologies, which were not underftood in a fatisfactory manner; and capt. Trippe addrefied a note to capt. Boyce, requiring a written ftatement of the rtafons which had induced him to fire two (hot at his veffrl. Capt. Boyce returned for anfwer, that he recogniaed with pleafuie, the exifting amity between the two countries, and was extremely forry for having fired at us that the reafons which induced him to fire, were, that he cculd not

Trippe, fufficient to pre vent any further conflict, and we inflantly made fail, and proceeded on our courfe. . The injury which we fuftained was trifling. Mr. Rodney's fon was flruck by a fplinter from the boom, which occifioned his mouth to bleed a fliort time no other perfon was touched. "The conduct of capt. Trippe in this afFiir was highly honorable to himfelf, to the American navy, and to his country. The Vixen was prepared for acYion with the g re ate ft promptitude and order, and the ex planation demanded in a manner which left no doubt, as to his determination to vindicate the honor of the national ft ig, or perifli in the attempt.
