paper to each and every other printer of
newfpipers within the United States, free of paltagc, under fuch regulations at the pottmatter general (hall provide. Sec. 2JT. And be it further enacted, That tdl newfpip-rs conveyed in the maill (ball be under cover, open at onend, and charged with a pottage of one cent each, for any
dittance not exceeding more than 100 miles,
and one and an half cents for any greater dittance: Provided, That the pottage of a fngle newfpaper from any one place to another in the fame ttate, fhall not exceed one cent ; and that the poRmaUer general fhall require thofe who receive newfpapers by pill, to pay always the amount of one quar. ter's portage in advance. vided. That the faid commiffion (ball not
exceed 30 per cent, on the fiift hundred dolUrs collected in one quarter, and 25 per cent, on fum over 100 and not more than 300 ; and 20 per cent, on any fum over 400 and not exceeding 2000 dollars ; and
8 per cent, on any fum collected, being over 2400 dollan ; except to the poQmallers who may be employed in receiving and dif pitching foreign mails, whofe compenfatio; may be augmented not exceeding 25 dollars in one quarter, and exceptirg to the pod waders at offices where the mail is regularly t arrive between the hours of 9 o'clock at night and 5 o'clock in the morning ; whofe commiffion on the firb hundred dollars, collected in one quarter, may be xncreafed to a fum not exceeding 50 per cent. The poft matter general may allow to the poftmafters refpedlively, a commiffion of 50 per cent on the monies arifing from the pottage of newfpapers, magazines and pamphlets ; k to the pottmatters, whofe compensation ball not exceed 500 dollars, in one quarter, two teuts for every free letter delivered out of the office, excepting fucb as are for the pott mailer himfelf ; and each pottmatter who fhall be required to keep a regifler of the arrival and departure of the mails, fliall be allowed ten cents for each monthly return which he makes thereof to the general pott office. Sec. 29. Andbe it farther enacted, That if any pottmafter or other perfon autborifed to receive the pottage of latters and packets fliall neglect or refufe to render his accounts and pay over to the pottmatter general the balance by him due at the end of every 3 months, it fliall be the duty of the pottmaf ter general to caufe a fuit to be commenced againtt the perfon or perfons fo neglecting or refufing : and if the pottmatter general fliall not caufe fucb fuit to be com
menced within fix months, from the end of
every fuch three months, the balances due from every fucb delinquent fliall be charged to and recoverable from the pottmatter general. That all fuits which fhall be hereafter commenced for the recovery of debts l jyl or balances due to the general pott office, whether they appear by bond or obligations made in the name of the emitting or any preceding pottmatter general, or ntherwife, fliall be-inflituted in the name of the 11 Pott matter General of the U. States." That certified copies under the feal of the general pott ofHce, of the accounts current of the feveral pott matters, after the fame fhall have heen examined and adjutted at that office, fliall be admitted a evidence in all fuits brought by the pottmatter general for the reovery of balances or debt due from pottmatters, and in like manner copies of fuch accounts current as are lodged in the office of the regitter of the treafury, certified by the regitter under the feal of his office, fliall be admitted as evidence. Sec. 30. And be it farther tnected, That if any pottmatter or other perfon, who fliall receive, and open, or difpatcb mails, fliall neglect to render accounts thereof for one month after the time, and in the form and manner prefcrihed by law, and by the pottmatter general's infirucYions conformable therewith, he fliall forfeit double the value of the pottages which have arifen at the fame office in any equal portion of time previous or fubfequent thereto ; or in cafe no account (lull have been rendered at the time of triil of fuch cafe, then fuch fum as the court and jury fliall ettimate equivalent thereto, to be recovered by the pottmatter general in an action on the cafe. Sec. 31. Andbe it further enacted, That all pecuniary penalties and foricitures in. cuired under this act, fliall he one half for the ufe of the petfon or perfons informirg -nd pmferuting for the fime, and theothei hall to the u!r of the U.
