(BY AUTHORITY.) LAWS OF THE U. STATES. Session 1809 & 1810. AN ACT Regulating the Post-Office establishiment. ( Continued from our last. ) Sec. 18 And be it further enacied, That if any person, employed in any of the departments of the general post office, shall unlawfully detain, delay, or open any letter,
packet, bag, or mail of letters, with which
he shall be entrustcd, or which shall have come to his possession, and which are intended to be conveyed by post, or if any such person shall secrete, embezzle or destroy any letter or packet entrusted to him as aforesaid & which shall not contain any fsecurity for, or assurance relating to money, as hereinafter described, every such offender, being thereof duly convicted, (shall for every such offence be fined, not exceeding 300 dollars, or imprisoned, not exceeding six months, or both, according to the circumstances & aggravations of the offence. And if any perrson employed as aforefaid, shall secrete, embezzle or destroy any letter, packet, bag, or mail of letters, with which he shall be entrusted, or which shall have come to his possession, and are intended to be conveyed by post, containing any bank note or bank posl bill, bill of exchange, warrant of the treasury of the U. States, note of afssignment of stock in the funds, letters of attorney for receiving annuities or dividends, or for selling stock in the funds, or for receiving the intcerest thereof, or any letter of credit, or note for or relating to payment of monies, or any bond or warrant, drafts bill, or promisiory note, covenant, contract or agreement whatsoever, for or relating to the payment of money, or the delivery of any article of value, or the performance of any act, matter or thing, or any receipt, release, acquittance, or discharge of or from any debt, covenant or demand, or any part thereof, or any copy of any record of any judgment, or decree, in any court of law or chancery, or any execution which may have issued thereon, or any copy of any other record, or any other article of value, or any vwriting representing the same ; or if any such person employed as aforefsaid,shall stea1 or take any of the same out of any letter, packet, bag or mail of letters, that shall come to his possession, he shall, on convicti-

States, by affaulting the perfon having cuftody thereof (hooting at him, or his horfc or mule, or threatening him with dangerous Weapons, and the robbery is not effected, every fuch offender, on conviction thereof fiiall be punlfhed by impnfonment not exceeding three years. And if any perfon (hall fleal the mail, or fliall fleal or take from or out of any mail, or from or out of any poft office, any letter or packet, or if any pcifon fhall take the mail, or any letter or packet therefrom or from any poft office, whether with or without theconfentof the perfon having cuftody thereof, 5c fliall open, embezzle, or deftroy any fuch mail, letter or packet, the fame containing any article of value, or evidence of any debt, due, demand, right or claim, or any releafej receipt, rcquittance or difcharge, or any other article, paper cr thing mentioned and defcribed in the 18th feclion of this acl, or if any perfon lhal!, by fraud or deception, obtain from any perfon having cuftody thereof, any mail, letter or packet, containing any article of value, or evidence thereof, cr either of the writings refrrred to, or next above mentionsd, fuch offi-ndcr or offenders, on conviction thereof, lhall be imprifoned ret exceeding feven years. And if any perfon fliall take any letter or packet not containing any article of value, or evidence thereof, out of a poft ofiice, or fliall open any letter or packet which fliall have bren in a poll office, or in the cuftody of a mail carrier, before it ftnll have been delivered to the perfon to whom it is directed, with a defin to obftruct the correfpondence, or pry into another's bufinefs or fecrets, or flnll frcrete, embezzle or dellroy any fuch mail, letter or packet, fuch. offender, upon conviction, fliall pay for every fuch offence a fum not ex ceeding JQO dollars. That the poftmafters fl-.li refoectively, publifli, at the expiration ot every three months, softener, when the poftmafter general fln.ll fa direct, in one of the newfppers publiflied at or neareftthe place of his refidence, for 3 fucceffive weeks, a lift of all the letter remaining in their refpective offices, or in ftead thereof, fhall make out a number of fuch lifts, Sc caufe them to bt pofted at ftuh public places in their vicinity as ftnll appear to them belt adapted for the information of the parties concerned ; and t the expiration of the next three months, fliall fend fuch of the faid letters as then remain on lund, as dead letters, to the geueral poft office, where the fame fliall be opened Sc infpected ; and if any valuable papers or matters of confe quence AmII be found therein, it fhallbe the duty ot the noflmafter general to return fuch letter to thr writer thereof, cr caufe a defciiptive lift thereof to be inferted in one cf the newfpapers publifhed at the place moft: convenient to the fuppofed refidence of the owner, if within tfe U. States; and futrs letter, ard th.e contents, fliall he preferved to be delivered to the perfon to whom the fame fiull be addrefTed. upon payment of the pnftge, and the expenre of publication. And if fuch letter with its contents, be not demanded by th perfon to whom it is addrefird, or the owner thereof, or his lawful agent, within two years after ti e fcdvertifement thereof as aforedid, the f,id rontentj fliall be applied to the uf- of thr U.
