Allen, 4 days from Liverpool By this Vessel we have received London papers . and Ltqy's list to the 3 lit of July. IVe have selected the -following articles from the latest dates Cupt. Allen failed the 2d of Auguft in company with about 20 fail of American fhips. The embargo was raifed on the ,29th July. American produce was toiling in price, in cdnfequence of the ceffation of arms on the continent and of a probable hon intercourfe by an act of our executive. The grand expedition failed the 24th Ec 25th July, as will appear. by the extracts.. The U. States fchooner Enterprizc was cruizing offthcTcxel.' x - The London papers contain an account of the battle of the' 5th and 6th July, and a copy of the armiftice. More fighting was expected on the continent. It was reported in London the 28th July that Bonaparte left Vienna the 4th on his return to Paris. London, July 28. Letters from St. Peterfburg of the 6th July, ftate that an Englifli fquadron of 7 fail of the line and 20 other veflels have made their appearance between Hochland Cronftadt, in prefence of the Ruffian fleet, 8c that a naval engagement wa expected and that the Ruffians were alarmed for the fafety of Cronftadt, the Britifh fquadron having evinced a difpoiition to bombard it, The archduke Charles and prince Lichtenftein, were (lightly wounded in the late actions. July 29. Before the greater part of our readers will have received this day s courier the expedition will have reached the firft point of its deftination and (buck the firft blow. The fir ft and 2d divifions of the expedition failed early yefterday morning, tc were foon clear of the Downs Adm. Ot--way, with the remaining expedition failed at five this morning, with a fine wind from the weftward. The troops embarked at Harwich were to fail this morning. In the Tnean time more horfes, troops and artillery embarking, and we have probably by this time on the enemy's coaft, the largeft force that wis ever fent from the Britifti fliores at one time ; perhaps bctweecn 40 and 50 thoufand troops. Three ifhnds lie at the mouth of the Scheldt, Cdfnd, Walcheren, 8c Schowcn. The poflellion of thefe iflands is neceiTary to all ulterior operations up the Eaft and "Weft Scheldt, and thefe, we may now fay, it is the object of the three divifions of the expedition to attack in the firft inftance. Cadfrnd. will probably be the fiift iihr.d attacked, becaufr it commands the entrance of the Weft Scheldt, and will enable our Jhips to go up the river. The marquis of Huntley's divifion of the 6th, 50th, 91ft. 9th, 38th ?nd 42d regiments will attack Cad find. Cadfand is not ftrong on its weftrrn fide, but the enemy we underftand, liave erected a mortar battery above Hrefkns. With fuch a battery and Fliifhing, the Si hrldt may be a great nieafu.e commanded. But it is probable it is qqI inten

The fecond divifion under the command of fir John Hope, is deftined forthe Schowen iftand and the north part of Walcheren. Showen is neccflary to fecure the Eaft Scheldt, and to put us in pofieffi on of North Beveland. The opera;ions agairift Walcheren will be committed to fir Eyre Cootc. Upon this fubject it is faid in a morning paper, that 4 the enemy has already alTembled 6000 trcops in Walcheren, which it is fuppofed will be fufficient to cope with 30,000 affailants, plated ii they are on terra firma, and provided with extenfive redoubts and batteries. The -town of Middleburg, in the centre of the ifland. has had the pavement removed from the- fpacious fquares within its hallsj and the fame induftry has been employed in Fluffing, to prevent the deftruction of the garrifon and inhabitants from the .rebounding ' of the Miffiles, and from the fragments of (lone in the cafe of bombardment." ;Wc are glad to find that the enemy have no more than 6000 troops ifi W-lcheren ; but as to their being able to cope with 30 000 Britifti treops, we have little doubt, ere a few hours have elapfed, that we (hall find they naive not been able to cbpe with a third of that number. Middlehurg is not a place of any ftrcngth. Flulhing is ftrong, and there be fome batteries on the weftern coaft of the ifle of Walcheren. But the valor, fkill and firmnefs of our troops, will foon overcome the obftacles.-' What objects are in contemplation after the operations againft Cadfand, Walcheren and Schowen, have been carried into effect, it would be at pre fent improper to difdofc.

GERMAN PAPERS. Petersburg', July 5 According to intelligence received here yefterdy, an Englifli fquodron has appeared between Hochland and Cronftadt, in prefence of the Ruffian fleet. A naval engagement is expected, The foreign merchantmen in Cronftadt have receivrd notice that they may fail when they pleafc but at their own rik. Our court Gazette contain what follows : " Auftria has afferted in her proclamation, that the French looks in vain for afliftnce from her allies. If this obfervation (liould be applied to RufTn, it would be a fufficient refutation to ftate, that on the 4th of June the head quarters of the Ruffian army were at Lublin." Vienna, July 5. On the 4th the Auftrian general Von Weiffenwolf arried at the head quarters of the emperor Napoleon and in the name of the archduke Charles propofed to treat for an armifticeand preliminaries of peace The emperor having fignified his refufal, general "Weiflenwolt, ftated that the army of the archduke Chailes was ftill 200.000 ftrong , but he received for anfwer, that the fate of that army would be decided in two days. London, July 21. A cutter arrived on Saturday from Flufhing. A variety of reports were immediately in circulation on the coaft. It was faid by fome that the i(lands of Walcheren had f urrendered to our troops without refiftince. Others that a conftderable body of French has been collected in the illind, and that the refiftance would bt obftinate.
