ertions will be made to inform the public mind. But notwithstanding thefe flattering prolpedts of the Kagle, tlrangc to .tell ! The ftatc of its treafury is very low indeed ; to be candid, there is not a dollar in it this very day, owing to the delinquency of others, it has been lately exhaulL'd to purchafe materials for carrying on the war dur
ing the prefent year, fuch as paper
ink, balls, pelts, cafes, gallies, mallets, (hooting flicks and iheep feet, together with a long lift of etcete. ras; and To hard run has the feo retary of the treafury been, that he has been forced to adopt the fyftem of loans, and it is with reluctance we ever wifli to have caufe to recur to fuch ruinous meafures. From this report of affairs, it is hoped that fewer difappointtnents will happen to the collectors oi the revenue in future, and that all who know themfelves indebted to this office, either for news-papers, advertifements, or handbills, will cheerfully come forward with their voluntary contributions, and pour
them in the treafury." THE PRINTER OF THE NORFOLK HERALD, TO HIS SUBSCRIBERS, Gentlemen SATURDAY next will commence the fifteenth year of this ellablifhment. Your printer has ferved an apprenticefhip of feven
years to his trade, and a double ap prentieeihip to the trade of dunning! The myfleries of the latter branch are too deep, and the
inflruments fo dull or fo delicate,
that lie almofl defpairs of producing any effect. But it is incumbent on him to be as obliging as poflible, and as folicitation appears to be agreeable to many of you,
your printer goes on to gratify your feeling in language that you cannot milconffrue, and that he hopes will continue to pleafe. Some modefl perions woivd fay, can you pay me ? will you pay me ? pleafe pay me ? But when 1 afk for my own, for what I have laborioufly earned, and for that which you juflly owe me, and without which I cannot fublilt at all, I am obliged to throw the ufual modclly of printers on the fbelf with our other lumber, and fay, you mull pay me my family, my journeymen, my boys, not even my devels, not one ot them fhall llarvc while one oi you owe me, juflly owe me, a Hulling. 'Tis to delinquents, to your duee years old, five years old, nun paying fubfciibers, that the printer lpeaks. Did you fuppofe that he purch.illd types, paper, ink, and hired men for your ainuleincnt ? Did you not promife to pay him lor his labour : Have you not received your papers : Do you ever read them : Do you never blulh wlu n you read of lwii, -s, robbers, ike. in the Herald ; . ou perhaps eonlider that you do not belong to the ciafs ol fwindkrs, robbers, u To what rials do von oelong : To the clals of honeil men truly! Il fo, pay the laborer hu hire, or throw up the paper at
once. You may keep what you have got (that is if the law will let you) but you fhall get no more. Confcienccyou can have no knowledge of ; but the wicked and the vile can fometimcs feel remorfe; to thofe feelings alone then your printer applies for the lad time for payment. And you, Mr. Country Subfcribers, to long (landing and no pay, that apply fo imperioufly every mail day at the poll office for the Herald, lefTen that high air of your's, and pay 0Conner your fubfeription money before you read another line. What would you fay, fir, if the printer had trea
ted you in an ungentlemanly (noViking of Italy, Beauharnois, at Sa
to fay infamous) manner as youl
have treated him ? Has he bargained for yxiur chickens, your beef, and your bacon ? Has he received and eaten them, and are you unpaid ? Apply this to yourfelf, fir, and eat your fupper afterwards il q'ou can. The printer returns his befl his molt grateful acknowledgements, to thofe who have parhim and kept him from abfolute want ; but he is forry to fay that the number is fo fmall, that if he does not receive pay, half pay, or one third at leall of the arrears clue from delinquents, and from the defcription ofperfons above mentioned, his paper mufl flop at once ; for he has no money to pay his journeymen, to purchafe paper, or go to market ; and the printer hopes, that, though poor, he is too proud to go in' debt (even by fubfeription) without any probability or intenti
on of paying thofe who confide in
his integrity.

It appears from our papers, that an action was fought on the 16th April, on the Tyrol, between the Auflrian and Franch armies ; the advanced guard of the former of thirty five thoufand men was twice repulfed by the latter, being fifty thoufand flrong, under the command of prince Eugene Beauharnois, when the archduke John

By a general order ifiued at Cape Francois, on the 18th ult. it appears, that Chriflophe, by a coup" de main took, the fort of the rebel (as he is called) John Dugotier, fituated on the plantation Sabourin, an Boucaflin. The rebels made their efcape by fwift running. Dugotier's papers, two cannons, fome women and children, &c. are the fruits of this expedition. Winchester Gaz.
