A GLANCE AT EUROPE The recent advices from Europe would induce a belief that a new war will take place. We can only fpeak hypotheticaily on the fubject, for there is no pofitive intelligence. But, agreeably toprefent fpels, we conceive the ftate of European affairs to be nearly as follows : Turkey, convinced of the hoHiledefigns of RuiHa aud France, and urged by Great Britain, has formed a treaty with England, which will neccflanly involve her in a war with France. . Auftria, fenfible of a fecret revolution on the part of France, to affail and fubdue ber to an inferior grade, has determined to roofe herfelf before the fatal hour arrives, and to perilh, if perifh fhe muft, in the afTertion of her rights. The probability, is, that there is an underftanding between Turkey, Auflria and England. Under thefe circumftances, the plan of operations may be as follows : Turkey to attack Rufli,and draw off her attention and refources from afCfting France. ' . The Swedes to diftraft the attention of Ruffia alfo in the north of Europe. 1 AuQria to aflail France. The Britifh to form flying marine aud lnd corps in the Baltic and the Mediterranean ; to land marauding parties, to bombard the mart, time town9. of France and her allies,

to beat up their quarters in all directions ; and by rendering it uncertain at what point they may begin or continue the aflault. make it nectflary for the emperor of France to ketk up a confiderable force in all the feaports of the continent friendly to him. Piuffia may do fomthing in this bufinefs,but not much. At all events Europe feems deftined to be torn by new wars, and for fome time to come prevented from enjoying the blflings of peace. The recent reconciliation betweeu England aud America, will not make Great Britain, any more defuous of a pacification than before. Spain may be confidered as fubdued.
