As it appears, at the fime time, that in making this offer, his Britannic majefty derives a motive from the equality now exifling in the relations of the U. states with the two belligerent powers, the prefident owes it to the occafion, and to himfelf, to let it be underfiood that jhis equality is a refult incident to a flute of things, growing out of diflinci confiderations.
