WHEREAS from the late divifion of the Territory it has become necefiary to make a new apportionment of the Reprefentatives to the general afTembly ; 1 have thought proper to illue this, my proclamation, hereby directing and declaring that the houfe of representatives (lull, at the next general afTembly be compofed of eight

members, of which, the county of Knox (hall furnifh three ; the county of Clark, two; the county of Dearborn, two; and the county of Harrifon, one. And I do further direct that the eledion for the additional reprefentative from the counties of Knox, Clark and Dearborn, and for the member hereby affigned to the county of JIarrifon, fhall be held on Monday the twenty fecond day of May next enfuing, at the places in the feveral townfhips of the faid counties refpeclively, which have, or may be affigned by the courts of Common Pleas of faid counties for that purpofe. Done at Vincennes, in the faid Territory, on the fourth of April, one thoufand eight hundred and nine. l.s. WHEREAS by an act of Congrefs, paffed at their lufi icfllon, the Governor of the Indiana Territory, was empowered and directed to divide the faid Territory into five diftricls, each of which to be entitled to fend one member to the Legiflutive Council of the Territory. Now therefore be it known, that the five difiricts as aforefaid (lull be formed as follows, viz. The county of Dearborn, fhall form one difirict ; the county of Clark, one difirict the county of Harrifon, one difirict ; the townfhips of BufTeron, Palmyra, and Vincennes, in the county of Knox, one difirict ; and the townfliips of Harrifon, White river, Wabafh and Ohio, in the faid county of Knox, another difirict. And I do further direct and order thhat the election for the faid members of the legiflative council, fhall be held at the fame time, and at the fame places, as are fixed by my proclamation of the fourth of this infianty Jor the election of an additional Representative ; and the proceedings in the faid election fhall be the fame as prefcribed by law for the election of Rc prefentatives. Bruce thinks (or I hope is made to think) the very faying he is oppofed to fl iveryjs fufficient to elect him or any other perfon tint would make ufe of that language, and I fuppofe hy that means has got the words freedom if republic cm always at hand he ought to have confidered that if the exposing, or inferting thefe words in the W. iSun, would infure an election, thr others would be elefted on the fame terms who are able to fupport ti e principle and policy by found reafoning. But this is not theman that is wanted at this time we want a man that is anxious to leprefent the wilhes of a majority of hit' confiituents, and 1m acquired a portion of legifhtivr knowledge not a man that is nnacquair ted with that knowledge which confiitutes a legiflatcr, and is anxious to mount the public flage without confulting his own inabilities, or his neighbors approbation I am forry that I have to repeat it again, that they are dilguftrd at the very idea f mr. Bruce's coming forward, notwithfianding I believe a majority of them are as much oppofed to flavery as himfalf ; hut mr. B. is gone out from amnngft his poor neighbors, why mould I be aftonihVd, he cannot aflociate with the holder of a bound fervant, without he will fijbmit to him to limit the term of their fervitude.
