INDIAN WAR Governor Harrifon received on Monday laft a fjecial exprefs frcra Governor Lewis, by which he is informed that an aflociation has been entered into by a band of the Winnebagoes, and Puans, now living on the Illinois river, with others of the fame nation, refiding in Louifiana, and by the Iowas, and fonie other of the Mifliffinpi tribes, for the purpofe of attacking fort Belle View (a fort lately erectfd by the United States on the MilTilfippi in the neighborhood of the De

Moin) and waging war on the frontiers of

Illinois and Louifiana. A prty of the above ajTociation had

,made their appearance in the fettlement of

Gnflien, in the county of St, Clair, a few days before the exprefs fct out, all armed with new vtusketsy and had taken off, in their retreat fifteen horles. They were purfued by captain Whitefides with twenty men, and whilft Governor Lewis was writing his difpatch, information was received that Whitefides and his party had been cut off the report, however, w?s not credited bv the Governor. It gives us pleafure to f.iy that we are authorifed by Governor Harrifon, explicitly to Hate, tlut he has eveiv 'reafon to believe that the tribes of the Wabafli, continue firm and imlliaken in tl.tir attachment t the United States. Messing (a Republican form of Government) when our sn-nth and wealth. entitle us toil. W have now happily .J vanced one strp nearrr to selt'ovt i i.iwnt. the attaininrn: of which s!ould be the u ,- ceasing a;id undeviating purpose of eve.-y lover of his country. On the 22d day of May, you are called upon to cxrrcife this riht. lc is withi'n' fidence, tender you ny services. 1 kn u the arduous task of h Kepre&ent uive. To give general s uisf.tttion, and Jtdvance thr prosperity of my adopted country, the mtst ardent 2eal and exertion of my best talents would not be wanting .they are all 1 can promise. I am aware of the objttlions which will he made to me. During the lii summer, in two numbers over the signature of Civis, I att-mptcd to obviate the first, by proving that' I ought not to be consid-

ered, even then, a stranger, and in those

numbers I gave a succindt statement of my politic;.! principles. I am a native of Virginia. From the first moment I wascapable of forming an opinion on government to the present time, 1 hae been uniformly a Republican. I have resided in Indiana, more than twelve months, where I intend to sp-nd the balance of my days. Another objecYion to me is, that I am in favor of the introduction of negroes, and under this idea, I, as well as my countrymen have been most illiberally abused by anonymous writers. I have read in silence their malignant effusions, whilst I have felt for the authors the contempt they merit.

A;S a Man, 1 have a right to my opinions

as a Politician, I submit with cheerfulness to the wilf of the majority. My answer to a u Citizen of Vincennes" though not in an unexceptionable manner calling upon the candidates for their opinion on this stibjedl, I expected would have been satisfactory. I am sure it ought to have been so. I now rrpeat to you, Fellow Ci tizfns, it is my belief that a great majority

of the people of the Territory are opposed

to me in opinion, I therefore yield the point. I think this subject ought nowto sleep - I think the interest of the Territory demands it ; and Ihould I be honored with your suf; frages, 1 will not make an attempt to introduce negroes into the Territoiy, unless a

decided majority of my constituents should

particularly instruct me to do so. Should you think proper to confide your interests to my care, 1 hope your confidence would not he betrayed. The honor would be duly appreciated by your Fellow Citizen, THOMAS RANDOLPH. At a meeting of a number of the citizens of Knox county April 8th
