Contrary to our expectations, vc have to announce in this days piper the palftge of the law dividing the territory, on the 18th January, by a majority of 32 in the iioufe of KrpreiVntatives of the United States ; and our delegate writes that he liad but little doubt of its pifiage in tb Senate. By a gentleman of refpeaability juft arrived from Louifviile, we are informed that a report was in circulation when he left that place that Congrefs had pafled an a& for raifing the embargo by a large majority-but did not learn what caufe liad led to the meafnre, letters have alfo lieen received in this place bringing the fame information we cannot vouch for its correctnef, and can only conjecture its caufe, if true. Mr. Randolph's piece appeared too late for the paper of this week, it (hall appear in our next.
During the debate in the houfe of reprefeotatives, January 9, on the bill authorifing the appoint inent and employment of an additioiial number of navy officers. Teamen, and marines, col. Troup of Georgia, read the following letter : Savannah, Dec. 26, 1808. An hnglilh floop of Var of 22 guns, came into Tybee on .Saturday lafl, and the lieutenant commandant, accompanied by a midshipman, came up to this citv the fame evening. Yeflerday morning captain Armillead and myfelf liad a confutation on the propriety of ordering this officer and the crew out of the citv, on the preiumpriou that he had atted in o. pen violation of the proclamation of the- prefident of the United States. The opnion of the dillriel attorney coincided. Captain Armillead ordered captain Houilon (accompanied by a ferjeant, corpo. ral and twelve privates) to wan on the Britifh officer and to clcort him arid his crew to their boat ; which "order was executed In half an hour, and the conditions com plied with without ill nature or force. An armed fhip is now lying be low Cock-Spur with 2,000 bales of cotton hanging. The officer commanding has invited the citi r.cr.s of Carolina and Georgia to exchange cotton for it, or that htM'ill give calh for cotton or rice, and the Hup will no doubt be fully laden in a fhort time.
