BR it enacted kj the Senate and House
of Representatives of the United States oj America, in Congress assembled, That during the continuance of the ft to which this ict is a fupplement, no vefTcl licenfed for the. coftii? trade fhall he allowed todepm from any port of the United States, 01 Hull receive a clearance, until the own-
jflupor veflel, hall, for every fuch offence,
forfeit and pay a fum equal to douule the value of the Ihip or vehcl and carga, and (hall never thereafter be allowed a credit for duties on any goods, wares or merchan dixe, imported by him or them into any of the ports of the United States. And the rnaftcr or commander of fuch fhip or veflel as well as all other perfons who fin 1 knowingly be concerned in fuch prohibited fo-
reign voyage, fhall each refpeftively forfeit
and pay a fum not exceeding twenty thou fand, nor lefs than one thoufand dollars for every fuch offence, whether the veflel be feized and condemned or not, nd the oath or affirmation of any matter or commander, knowingly offending againft the provifions of this feftion, fhall ever thereafter be inadmiflible before any collector of the cuf-
toms of the United States. sec. 4. And be it further enacted.

That if any foreign (hip or veflel fhall, du
ring the continuance of the aft to which
this aft is a fupplement, take on board any
fpecieor any goods, wares or merchandize,
other than the provihons and lea itores nc
cefTary for the voyage, fuch fhip or veffel and the fpecie and cargo on board, fhall be
wholly forfeited, and may be ieized and
condemned in any court of the United
States having competent jurifdiftion, and
every perfon "concerned in fuch unlawful
fhipment. lhall forfeit and pay a ium not
exceeding twenty thoufand dollars, nor lefs than one thoufand dollars, for every fuch
offence.
Sec. 6. And be it further enacted,
That all penalties and forfeitures incurred
by force of this aft, fhall be fued lor, reco
vcred, diftributed, and accounted for in the
manner prescribed by the aft, entitled An aft to regulate the colleftion of duties on imports and tonnage,' palled the fecond
day of March, one thoufand feven hundred
and ninety nine, and may be mitigated or
remitted in the manner prefcribed by th aft entitled 4 An aft to provide for miti gating or remitting the forfeitures, penal
