AN ACT To revive and continue in force for a further time the first section of the Act, intitled " An Act further to protect the Commerce and Seamen of the United States against the Barbary Powers."

Mr. Pinckney ipeaks of the Eritifh adminiftration in very reproachful terms; states that he had discovered that the mission of Mr. Rofe was a peace ofdifplomatic deception, and enly intended to deceive and procraftmate, find that the government was "'merely waiting for a favourable opertunity to injure us deeply ; and determined on giving no fatisfaction foroutrngts committed; nor to relax her decrees ; This was intended for the fecrrt ear of the Senate; but you may redily conceive the fenfation produced by this premature difclofurc.
