Note communicated by lord Howick to
Mr. Munioe, dated Jay. 10th 1807. THE underfizned, his majefly's princi-
pal fecretary of flate of foreign affairs, has received his mairflv't commands tn ac.
j ..j - 4ua,nt Mr. Munroe, that the French gov. ernmrnt having ifTued certain orders, which in violation of the ufigei of war, purport to prohibit the commerce of all neutral nations with his majefly's dominions, and and alfo to prevent fuch mtitnt from trading with any other country in any ar-
the fuperior valor and dicipline of the Bri
tifli navy. Such attempts on the part of the enemy,
giving to his majelty an unqueinonaoie
right of retaliation, and warranting his ma-
jelly in enforce the fme prohibition of all
commerce wuh France, which that
vainly hopes to e(Te& againft the commerce of bis majefly'f fubjrcls, a prohibition
which the fuperionty ot his majflty's naval forces miht enable him to fupport, by actually invefling the ports and coafls of the
enemy with numerous fquadrons and cruiaers, fo as to make the entrance or approach thereto rhanifrftly dangerous. His raajc fly; though unwilling to follow the example of his enemies, by proceding
to an extremity fo diflrefling to ill nations not engaged in war, and carrying on their accuflomed trade; yet feels himfelf bound by a due regard to the juft defence of the rights and intereflof his people, not to fuffer fuch meafures to be taken by the enemy without taking fome ftepi on his part, to reflrain this vUrcnce, and to retort up
on them the evils of their own iniuitice.
Mr. Muriroe is therefore requefled to ap
prize the American confuls and merchants re Tiding in England, that his- majefly has therefore jndged it expedient to order, that no veCTel fliall be permitted to trade from one port to another, both which ports fliall belong to, or be ,in pofleflion of France or
her allies, or fhall be fo far under their con-
troul, as that Britifli veffcls may not freely
trade thereat ; and that the Commanders of
his majefly's fliip? of war and privateers
have been mftrucled to warn every neu
tral veflely coming from any fuch port, and deflined to another fuch port, to discontinue her voyage, and not tp proceed
to any fuch port ; and evtry veflfel coming
atter being lo warned, or any vell coming from any fuch pprt, after reaionable
time fhall have been afforded for receiveing

iuchport, fhall be captured and bronght in,
and, together with her cargo, fliall be con
demned as lawful prize : and that from this
time all the meafures authorifed by the
law of nations, and the refpeclive treaties
between his maifly and the different neutral
powers will be adopted, and executed with
refpecx to veflels attempting to violate
the faid order after this notice.

NEW-OR LEAS, Sent. 1.
We can flate that a Spanifh officer has
juft reached this city, from Cadiz, via Havanna, who fays that news of the ceffion of the Floridas to the United States, was made known in Cadix, the day before ho failed, and that it had been publifhed in a Madrid Royal Gazett. In confirmation, we further learn, that a letter has been received by the dme officer, from Cadia, to a gentleman in this city, which flrtes that the Floridas are cedtd, and the confederation five millions of dollars. We think there is little doubt of a ceffion being nade. .(Gazette.) The emperor of France, in replying to an addrefs from the representatives of the kingdom of italy, fays " For the firft time after fo many ages, the Italians haveap. peared with honor on the grand theatre of the world; their conduft in the field of Poland, was diftingnilhed by a courage ard sea! which gave much joy : and I hnpe that to happy a commencement will excite the emulation of the nation ; that even thc women will difmifs from them, those idle y oung men who languifli round their toilettes, or at teaft that they wil not receive them till they are covered with honorable fears."
