vvalue of the f&id estates, preparatory to the collection of the said fax, if not previously made by the said corporation, to be made in the mode prescribed, a9 aforesaid, in the several acts of Congress hereby revived and put in operation: Provided, That, if satisfactory evidence be afforded the President of the United States by the several corporations aforesaid, that they are proceeding, in good faith, to raise and pay, in tJue time, their portions respectively, of the eaid loan or loans, and will be competent to raise the same by the means on which they rely, he .hall be. and he is hereby, empowered to restrain such collector or collectors from proceeding to collect the said tax within thd corporation affording the evidence aforesaid, until the expiration of the ninety days aforesaid, when, if the amount of the said tax be not actually paid, the collection thereof shall proceed without further delay, on notice to the collector of such default.
Sec. 6. And be it further enacted, That the Collector or Collectors, who may be appointed 8S alaresaid, shall give bond with good and sufficient security, for the faithful performance of the duties required by this act, and shall possess all the powers, be subject to all the obligations, and proceed, in all respects, in the discharge of his or their du ties, in collecting the said tax, as the

same all ot which acts, for the effectual fulfilment of the purpose of tin* act, and according to the tenor and intent thereof, are hereby declared to be revived, and in full force within the limits of the several corporalions aforesaid.
Sec 7. And be it furtlier enicled, That the tax imposed'by this act. shall be continued and collected, fro in time to time, according to the. provisions and'conditions of this act, and of the several acts aforesaid, so long as the proceeds thereof may, by any possibility, be required to meet the payment of the several loans au thorised as aforesaid: Provided, how ever, that all or either ot the said corporations may, in the negotiation of such loan, or loaus, as they, or either of them, shall deem it expedient to make, in pursuance ot the authority vested in thcin by this act, stipulate such terms or conditions for thepaymentof the interest or the redemption of the principal sum thereof, as shall dispense with the sys

Sec. 8 And be it further enacted, That in the event that any loan loans shali be negotiated by the said corporations, or any one of them, the extent, in v«hole or in part, ot the subscription ot one or all ot the said corporations, to the stock of tiu Chesapeake and Onio Canal Company, conformity with the provisions of this act, and based upon the sys I em of taxation therein provided, a copy or copies ol the contract oi con tracts, for any aud all such loaus, shall, as soon as practicable after the execution thereof, be deposited either by the corporation or corporations contracting such loan or loans, or by the creditor or credito's, interested therein, with tne Secretary of the 1'roasury and, out of ail such sums as shail be paid, by the respective curpoiations, in advance, as iforesaid, on account of their several contracts, or as shall be levied and collected, in manner hcrcnbeloie provided, the holders ot the ceitificate ot any such loan shall be entitled to receive, a«. the Public treasury, such amount as may be due to hem, respectively and, on the occurrence of any deficiency in the iuw or sums voluntarily paid in, or isscssed and collected, within the caid corporations, respectively, foi the payment ol their respective cred iLors, the extent of such deficiency slutll be ascertained by the Secretary of the Treasury, from a reference to tiie terms ot the loan oi loans, in relation to which such deficiency may occur and, being so ascertained ami published in some one or more newspapers printed in the District ol Columbia, the Secretary of the Treasury shall instruct the proper Collector to proceed to collect, an^ pay into the Public Treasury, the saiu amount, with all lawful charges attending the same, according to such rateable assessment upon the estates aud property within the jurisdiction of the corporation in arrear, according to tiie provisions of this act, aud of the several acts referred to therein, as shall be suliicient to supply such ascertained deficiency and, on the completion ot such collection, the holder or holders of the certificates of the stock ol the corporation, shall be entitled to receive such amount as iway Uav* been found due, and unprovided for, by the sums before paid in, or collectetl on accouut of such corporation.

That, l'rom aud after the passing ol this act, no person shall receive the appointment ot assistant Surgeon in the Navy of the United States, unless, he shall have been examined aud approved by aBoard ot Naval Surgeons, who shall be designated tor that purpose, by the Secietar) of the Navy Department aud no person shall receive the appointment of Surgeon in the Navy ot the United Stales until be shall have served as an Assistant Surgeon at least two years, on board a public vessel ot the Uuited StatSs, at iea, and unless, also, tie shail have been examined and approved by a board ot Surgeons constituted as aforesaid.

duties as.such, shall examiue and approve all requisites for medical and hospital stores for the fleet, and in speet their quality and who shall, in difficult cases, consult with the Surgeons of the several ships and make records of the character and treatment of diseases, to be transmitted to the Navy Department and who, in addition to the compensation allowed to Surgeons at sea, shall be allowed double rations while acting as Surgeon of the fleet as aforesaid
Sac 3 And be it further enacted, That Assistant Surgeons who shall have been commissioned less than five years, shall each receive thirty dollars a month, and two rations a day: after five years service they shall be entitled to an examination by aBoard of Naval Surgeons, constituted as aforesaid, and having been approved and passed by such board, they, shall each receive an addition of five 'lollars a month, and one ration a day and, after ten years service, a further addition of five dollars a month, and pne ration a day
Sec 4 And be it further enacted. That every Surgeon who shall have received his appointment, as herein before provided for, shall receive fifty dollars a month, and two rations a day after five years service, he shall be entitled to receive fifty five dollars a month aud an additional ration a day aud, after ten years service, he shall receive sixty dollars a month and an additional ration a day and, after twenty ycrs service, he shall receive seventy dollars a month and the rations as last aforesaid'^
Sec 5 And be it further enacted, That every Assistant Surgeon (after having faithfully served two years) shall while in actual service at sea, in addition to the usual compensation allowed him by law, receive double rations, and five dollars a month and every Surgeon in the Navy, while in actual service at sea, shall also, in ad dition to his usual compensation, receive double rations, and ten dollars a month
