irbe Union and Itae Constitution The New-York Herald, onft of the leading independent journals in the' .United States, contains the following: . The. American Party—Important Movement—The Presidency. —Among the resolutions adopted hy the late State Convention party ol Virginia, held at Lynchburg, was the following; “JReiolved, That in the judgment of this convention all ceremonies of initiation into the American party bo discontinued, and all obligations of secresy be removed —that its meetings shonld bo open and public, and its proceedings conducted in accordance with the usages of political bodies—and wo inviio tho co-operation of all g(jod men who approve the principles and objects of the party." This is < an important movement, and foreshadows the jcomplete reconstruction of the 'American parly throughout ■ tho Union; aijd the work may yet bo done, upon n sound, | practical, progressive, matter-of-fact, constitutional and Union platform, in lime for the Presidential elec- : tion. There arc two parties now actively in tho field for 1858—the democratic and the Soward black republican party—but scattered between these two parties there is an abundance of floating materials. North and South, for a great national third party, sufficiently strong to slip in between the democracy and tho black republicans, or at least powerful enough to carry the election up to the House. Let the Union and tho Constitution, a now administration, a bold foreign policy, an efficient navy, and general retrenchment and reform in the dispensation of the spoils, bo the card, and tho now party in carrying tho election to the House, may win tho day.
