Senate.— -The chair laid before the Senate two communications from the war department, one of which referred to Wil: liamjtm’a report of the Pacific railroad rente, which was referred to a special committee on that subject.
Mr. Seward prevented a petition of In. bacronists in favor of an increased duly on imported cigars. He also presen lid several petitions against- the Nebraska bill.
Mr. Badger said that he would take this opportunity to make some remarks which lie had intended to make on die ex* peeled remonstrance of his own consiiinema against the passage of the Nebraska bill, which lie had been disappointed in. receiving this morning; and he also wish, pd It correct some mistakes in reference to the effectof his'apicmlmcnt, and explain its true effect. He argued to show tli it die bill, as originally reported, did not /tvivc the Louisiana law, even without ,his amendment.

Having made valuable improvements the past season, and now with still increased facilities for manufacturing, the Machine will keep ahead, mid far surpass all others the coming season, A large number will be made—probably two thousand—yet it is feared that this number, will come short of the demand. The improvements made consist of—lst. An Oblique Raking Platform, constructed with a wing. 2d. The use of a Sickle, or SmoothEdged Knife. 30. A\«muoth cast-iron Dividing Shoe. 4th. An Iron Atm for the Driving Wheel. 5Lh. Piecing the Crank lower, and. in line with the Knife with a Shoe under the crank for its protection. Clh. Bolting the Guard Fingers to the Gutter Car; besides several other improvements. . ■ ■. By the use of the Oblique Platform - great advantage is attained in the discharge of the grain, far surpassing all other modes heretofore In use; possessing the advantage of both a back and side delivery, though neither in a direct manner. The grain is moved with a fork, against a wing ai the right of the platform, and discharged in the rear therefrom, with the utmost precision and facility. Even lodged and tangled grain can be delivered for binding, in good shape. The platform is made four feet wide, thereby giving abuml- - once of grain. The Smooth-Edge Knife is introduced for the purpose of cutting fine and very short grass, also avoiding the necessity of using a Reel fur cutting any kind of grass. The Guard Fingers arc thoroughly polished, and firmly hotted to the Cutter Bar. The caps arc made stronger, and fastened with two rivets. The whole machine is more compact, and comprising greater length with less weight. 1 The weight of the Machine for mowing is only * 670 pounds, and for reaping 300 pounds.
The superior qualities of (bis Machine are in fact conspicuous, by its perfect adaptation to uneven ground; by its means of adjustability to various heights of cutting with a single simple lever at the driver’s scat; by the use of cither a sickle, or smooth-edge knife, and composed of Patent lozengc-slmped blades, which prevent cloggingrby the peculiarity of the guard-fingers, being of ihe most scientific construction and practical utility; by their shape and sharp edges assisting the cutters materially; by the recesses in their sides, facilitating the escape of all loo:C matter, to as to render clogging impossible; by their width, alferding greater protection to the knives; by its lightness of draft for two horses; by having no side draft: by the easy method of changing from Reaping to mowing, and vice versa, only to insert or remove the loose obligue platform; by its portables from held to held and place to place, upon its own wheels—not having lo be loaded upon a wagon or other vehicle, as is the case with some other Machines; by its efficiency and superiority in the execution of the work over hand labor and other implements—and at the rale of tea to fifteen acres per day, easily managed by one person for mowing and two for reaping —and by its being the only successful
