Important motion. On Friday last a motion for a Mandamus was made before his honor Judge Hickey of the Fayette circuit, in open court, in behalf of Mr. Dickey, mail contractor between Maysville and Lexington. The object of the motion is to require the managers of Maysville turnpike road company to permit the mail stages, &c. to pass along said road without payment of toll. The law principally relied on to support the motion is given in the deci:-icn by the supreme court of the United States, in the case
of the Bank of the United States vs. state of
.Maryland. It was considered as peculiarly applicable to this case, because the corpora
tion against which this motion is directed, has in many places occupied a public roa. established by the state and adopted as a post road by the general government for many years before its creation by the state legislature; thereby interrupting and obstructing a mail route, in the occupation of the department. It was argued if the state could delegate to a corporation the power to Iiy a toll upon the transmission of the mail it might be extended so to work a prohibition. That argument comes with great force against this corporation, if the reports are true, which we have often heard of. threats made by officers of the company, that as the government had refused to aid in making the road, it should not use it." We hope that the report is untrue, since it would be a great disgrace to those who could
utter such illiberal and unpatriotic manaces.
J he argument oi the motion is not concluded . Messrs. Mays and Robison for the motion S. WicklUFe, sen. against it. Lexington Iiy. Gaz. THE GLOBE. There is probably no one circumstance which so thoroughly developes the character of this print, and its hireling wrileis, as the course it has from li r.e to time puisued in relation to the Hank of the United States, and the. efforts made to injure that institution, even
at itirii tzaro oi uesiromg noi oniv ine curleiu v. bul through it tlie prosperity of the '"'jii i n . Mveu 1 1 I ae bank, as an institution charter
ed b lite United States, had been obnoxious to all thai the Globe and its hireling editors have alledged, it was but reasonable to suppope that when it ceased to be a government bank, and according to the Globe itself, became nothing more than a simple stale institution, its very harmlessncss, independanl of a regard for the currency of the country, would have shielded it from further attack. But
sf,ch lias not been liie case. No sooner was the new bank chartered bj Pennsylvania,
than this organ of a corrupt administration commenced its panic, articles, and the secretary of the treasury, and his worthy associate Reuben Jl. Whitney, aided as far as practica
ble, by calling on the deposite banks to in
crease their specie capital. 1 he object of this cry of 'panic' by the Globe, backed by the treasury circular, was to force upon the Uni
ted Slates bank as possible of its circulation,
in hope of thereby embarrnssmg its action and preventing its being serviceable lo the community generally. It was known at Washington that the bank
had sold most of its branches on a credit of one, two, and three years; that the amount of
specie in its vaults was only eight millions, and
its circulation nearly twenty-three millions;
and these enemies ot the people and the country, very properly argued, that if they could force back upon the institution a large portion of its circulation before it could realize the proceeds of the twenty millions lo-ked up by the sale of its branches, the bank would become embarrassed in its operations, ami pos
sibly be destroyed! This was the great object
of the administration the one of all others
which Gen. Jackson and Martin Van Huron
had moot at heart and to accomplish t his they were ready to piostratc Ualf the state banks in the country, derange the currency, and produce a scene of distress such as can
wilh difficulty be pictured by the most vivid
imagination. A more diabolical conspiracy
against the prosperity of the country never has been conceived, and the people's money,
and tlie people themselves, were impudently used to effect this general ruin. The scheme was deeply laid, and the conspiiators, conscious that it wculd fail if the bank could enjoy its usual high credit abroad, simultaneously with their attack here, caused to be circulated a report in London thai the charter was procured by bribery, and that it would be repealed by the next legislature of Pennsylvania! But thanks to ihe intelligence of foreign
capitalists, and lo ine ingii cnaracter ol the president and directors of the institution both
that this war on the part of the government against the currency has injured the bank:
far from it. 1 he stock of that institution has remained unshaken; its credit has not been in
jured; it has redeemed ten millions of its cir
culation; and is at this moment as strong as at any period since its (irsl creation in 18 IG. In short, the administration discover, that after a war of three months upon the bank, by reason of which they have retarded the prosperity of the country, and injured all classes to
more than double the amount of the capital of
the institution, they have accomplished nothing that can either shake the credit of the bank or advance their own political views. And now, not satisfied with the injury they have already inflicted, the Globe is aiming to lessen the importance of the arrangements recently made in London by the bank, in consequence of which the money market has been sensibly relieved. JVeiv York Courier S,- Knquirer.
