The Vice President presented the following communications, which were severally read, referred to the Committee on Finance, and ordered to be printed: From the Treasury Department, in answer to the resolution of the 5th inst, in regard to the amount of public money in the banks which have recently failed in this District, stating that there was 30,000 in the bank of Alexandria ; $60,000 jn the Farmers' and Mechanics' bank; and $14,000 in the bank of Washington. From the Treasury Department, with weekly statements showing the condition of the local banks selected as the depositories of the public money. The General Appropriation Bill has with difficulty been gotten through the House of Representatives. If such opposition was manifested to many of the iten9 in the house, it may readily be conceived that modification of it in the Senate is inevitable. Wc take it for granted, that body will make the appropriation of outfits and salaries, for the Russian and English missions, contingent upon the nominations theieto being made during the present session; and we conceive that the

Senate is bound, by a sense of duty to itself

Taney and McLane Hre the President's Secretaries, and Mr. Butler is his Attorney-general. Let the President, therefore, pay them. Whenever those offices are filled by constitutionally sippointcd tfficers and not until then the Senate ounht to appropriate

money for their salaries. The President has shown his contempt of the Senate, by with-

which that body can vindicate its constitu
