The argument is incorrect in this, ihat from the reading it would appear as if Mr. Dumont supposed that the stockholders had at all times this r:g!;t to draw out on permanent loan, whereas that is not tiie fact. This loan was provided barely to enable men to take stock, and was never to bp permitted after the first 90 days. It must be ap pled for w ithin the first 90 d ays after the bank went into operation, and could never be had thereafter. Nor va- it a continued loan ofthe whole amount for five year-, for the interest and 10 per cent, of the prmcipal was to he paid back eve ry six months, and went info the funds of the bank to be loaned out to aay w ho might apply there for.
