Col. Silas Colgrove was in town for a few hours on Tuesday, Sept. liOth. His regiment was on its way tore-enforce Hoseerans, and the Col. came this way to see his family. Colgrove s promotion; he has been in the service from the very first of the war; and wc suspect that it is because he has simply been fighting and nothing else that he i not now a Hrigadier. We observe that one of the attractions of the Wavne Co. Agricultural Fair, at Ubhmord last week was the performance of a woman walking on a rope, high in the air. This exhibition was in the Fair grounds, and was announced as having been arranged by the ollicers of the society. Precisely in wlnt way tili lenture was intended to benefit the Agricultur.il interest, or any other interest which the Fair was meant to aid, we are not informed. Maryland pipers say that at present rapid rates the slamiwdc of tdaves from that State will soon render all talk about Emancipation unnecessary there will be none to emancipate. One planter near Port Tobacco lost eleven a few nights since. Owners take the loss as matter of course, since there is no feasible means of prevention. Com. pensated emancipation is probably more popular there now than when the president firt propo.-ed it. STATi: It Hi I ITS." It is not a 14 State right" to hold slaves. Slavery constitutes no part, not the minutest of the "Sovereignty" of a State. Slavery may be wholly obliterated in a State, and her powers, jurisdiction, and rights remain wholly unimpaired. Indeed the phrase "or Stale' U a misnomer, for States do not ow n slaves. Individuals in a State may hohl slaves but the State itself does not. Hence it is all shallow sophistry to sav that the abolition of slavery infringes on State right?. I propose tosend out to distant subscribers for two dollars per annum, invariably paid in advance.Subscriptions and remittances will be forwarded to me at Cincinnati, from which point I expect to ship my paper and materials. I expect to issue the first number in October, as it was in that month, two years ago, my paper was crushed out by the Godforsaken mob at Knoxville, called the Confederate authorities. I will commence with this hell-born and hell bound rebellion where the traitors, forced me to leave otf, and all who wish the paper would do well to begin with the first issue, as I intend that single pap-.T shall be worth the subscription price to any unconditional Union man. In the rule of my editorial eonduct, I shall abjure that servility which destroys the independence of the Press, and east from me that factious opposition which gives to party what is due to country. And whilst the name of my journal indicates, in unmistakable terms, its polities, I shall, as a faithful sentinel, forget Whigs, Democrats, Know Nothings, and Republicans, and rmeniber only my Government and the preservation of the Federal Union as richly worth all the sacrifices of blood and treasure their preservation may cost even to the extermination of the present race of men, and the consumption of all the means of the present age ! POETICAL AND PRACTICAL. On a recent visit to CaUkill, an artist was standing on the main highway back of the village, contemplating a rare aun set.
