Mr. Washington, of Maine, claimed that the party Toting lor I'-anks was the only national party here. Campbell, Jones, and Allison, of IVnnsylvanii, indulged in a lively triangular debate with reference to the politics of that State, inolTinp the merits of the Speaker-hip. Oiddinjs delivered his views at length on the Free Soil question. Mr. Humphrey Marshall defended the cause of the Americans, Mating that, like the Democratic party, they have no term-i of compromise to offer or accept. Mr. Campliell, of Ohio, then obtained the floor, whereujHHi the Hoii-e adjourned. Washington, Dec. 19SenTit. Clayton presented memorials praying for indeiiiuiiy f.i French Spoliation prior to lS'H). The recorvls of the Slate Department show this not to lie the fact ; he would, however, discuss it fully at a future day. Broadhead and (.'rit tendon presented memorials from Naval Otiicers, coiuplainiug of the action of the Iletiiing L5.ird. Jones, of Tennessee, submitted a resolution calling on the Secretary of the Navy for the proceedings of that Uoaid.and the evidence on which they acted. Clayton thought that the suhjeel should not be discussed in open session. Atter further tiebate the resolution was laid over, and the Senate went into Executive ties-ion. HOfSE. Mr. Thorintoii withdrew his resolution providing for the election ofSjeaker by plurality, as the inemU-rs desired another vote Viva voce, but he would renew the proposition to-day or to-morrow. Campbell, of Ohio, said there were some things in the discuiKw ye-terday which miht create adispontion on his part to reply, particularly to Mr. Humphrey Marshall, who woulJ read out of the American organization every member who had not corue hither with a padlock on hid tongue. 1 he discussion he regarded an premature, hut he was willing to meet the gentleman, agreeing with him, as he did, on the material points of Americanism on one si Je, and the unbroken phalanx of the advocates of th Nebraska Bill on the other. He desired to throw oo obstacle in the way of an organisation., and hoped the Clerk would proceed to rail lh roll. Cries of "call the roll." J The House theu proceeded to rote for Speaker. Before the result of the ballot was announced, Mr. McMullen inquired whether it would be in order to move a call of the House, as some entletnen were absent, thinking the time would be occupied in debate. He said he did not know whether the last ballot had elected a Speaker or sot. The Clerk said there was no election and announced the rasult as follows; Richardson Ti, Banks 10J, Fuller 37, Leiter 2.Jewit 1, scattering 8. Mr. Barclay explained his position in replying to his colleague, Mr. Campbell. He aiJ he had Dever had the slightest sympathy with the yree Soil heresy ; he ami his party friend regarded it as the Kosinante of Cervantes, namely, along, loan, rui-erable jacla-s. Mr. Barclay said he was in the la-t canvass opposed to the Missouri line because he believed the agitation of the question to involve a mere abstraction. If a bill he introdat-cd to restore the line, he would be found in Solid column with the Democrats, voting against it. Mr. Campbell, of Fa.. a.-ked his Colleague whether he was not elected as an anti Xt-hras-kaite? Barclay replied that he was regularly nominated as a Democratic candidate, ami was opposed as much to the restoration ,f the .Mitt-ouri line as to its repeal, liecause the latter jave occasion for agitation to breakdown the Demo cratic party and damage the Union. The preamble and reflations are decidedly in opposition to the 12th section of the Fhiladelphia Blatform.aud avowing that the repose of the aion must be sMight"by severing the National Govern men t from all connection with and responsibility for Amerit-.to Slavery. Trafton remarked "That is "the gentlemen is going to preach a fenuoti lor the North He euht to have a text." (Iaotiter.) Mr. Whitney aaid the platform liion-ed to the Free Soil party of Massachusetts, rally infalsely under the banner of the American party. He asserted it as his solemn conviction, tlat tj,I South no more desired a violation of public faith in the repeal of the Missouri Line, than did the North. It was forced on the letter ju.lg. isant of the South, and the result is the agitation of the slavery question throughout the Union. Whitney submitted a resolution that the House proceed to elect a Speaker by ballot; the motion was laid on the table ayes 213, Bay 7. Mr. Cadwallader congratulated the country upon this vote; it was a condemnation of the necret principles telied on by the K. N's. Mr. Fuller explained his position, opp.-ing the further agitation of the slavery question. If
n Had been in last Congress, he would have
opposed all territorial legi-latioii ; but he would not Tote for the restoration of the Mi-souri line, and would admit Kansas without slavery. He would leave that to the people. Mr. Todd, of Pa., said if he had l- fore known this he w.Kild have suffered his li-ht hand to wither before voting for Fuller.
