Certain members of the Council were working fur jl;tieal capital ; this move U to head them. So we tlii uk. Hepullicjn. Such a move is most extraordinary to those not pot?L lint the cause of this act of Council i.s attributable entirely to "instructions" previously received from the Know Nothing Wes in the city. It was adiCicuH mitter for the Council to say w hat Watchmen sdiould be retained and which should bo ilisMUised. Inasmuch as they were all Know Nothing it was (ound impossible to discharge one and retain another without producing a "fuss" in Sam's camp. Hence, the Council have voted them all out of office, ami hope hereafter, when a necesf.i)y exists for a
part of them, to create a great furore and have them all reinstated. The device is too transparent the trick is too jwlpable, to deceive any one of ordinary aDs. No man has ever dreamed that the city could get along without a joliee force. The only diQ'erenco of opinion on this subject has been as to the numfr necessary. Last summer the Know Nothings of this city held au indignation meeting at the Court House, at which resolutions were offered to the effect that a police force of me Jurntlrel men in each Ward was necessaryto the city' peace and the eople's saftfy, The then editors of the Sentinel were to be revived into "incendiaries," and much gas was generated, and not a little buncombe manufactured, as the K. N.'s then thought, out of the Sentinel's proposal to reJucethe Watch to eight instead of fifteen. Now, however, these Know Nothing law and order men have changed front, anl ay that the city nee Is no police at all; and they repeal the ordinance establishing and maintaining one. Kither they were dishonest then, or they are hypocritical now; both we believe, but the latter we are certain. They may twist and screw and tarn this question as they will, but the people of thia city will hold the Kn"w Nothing Council responsible for all the damages which may grow out of their action in repealing the ordinance establishing a Nigut Watch.

Congressional. WAKIIt.MITON.DeC. 1". SxNiTK. Jones gave notice of his intention to iiitrmhtce a bill for the modification of the patent lawn. Fajte presented a clitioii from Capt. Oraliam, ol Jtrooklyu, petting forth his serviceH and Kulferiiirs in It-half of his country and
complaining of the action of the Naval iioard. Footc said it was not his purpoM lo pas strictures 11 Kn it, till less to impugn its motives, but it was not to be disguised, or denied, nor had it escaped public observation, in some instances at least, that the ISoard had sadly mis

the matter was so referred. TheSeuaU adjour.a.-d. IIoisl. Mr. Dunn, rising to a personal explanation, read extracts from the Washington Correstioudeucu of the New? rk Tribune of the

Dunn distinctly stated that he did not do so, Imt was opposed to him (Banks) on other grounds relating to his course, while the Nebraska bill was pending, and said he would surrender to the opposition tlie moment all the an-ti-Nebraskaitea came together. Banks resumed, Raring he waa independent
of the New York presst?li all respects, and farther in his reply, insisted that he never yielded a particle on the Nebraska bill, meeting his constituents face to face.
