THE MARKETS
From the Louisiana Advertiser of December 17, 1831. GENERAL REMARKS, During the whole cfthe past week the weather has continued bad, very cold, frequently wet, and in all respect unfavorable to the transaction of out-door business. There is at present a fair prospect of its becoming permanently better. Influenced by the unfavorable weather, business has been dull. The Mississippi has fallen about 6 inches, and continues to fall gradually. By accounts from above, we have every reason to believe that the Ohio is closed with ice. COTTON No alteraterations has taken place during the last week, owing principally to the bad and unsettled stale of the weather. Cotton arrive slowly and rcmaines without much change. Very trifling transactions in the article have occurred, amounting to about 3000 bales at last week's prices. SUGAR -We have 110 alteration, to notice. Northren orders so far as yet received are limited at so low a rate that planters will not sell the demand is therefore only in small quantities tor home consumption, and the interior. MOLASSES, meets brisk demand in town at 24 to '25 cents, including casks on plantation 20 cents. TOPACCO. Ve hear of no sales Ibis week. The market is still unsupplied, offering no selection to purchasers. FLOUR. is rapidly advancing; we quote at $5 50 pef barrel; some holders demand mere, in anticipation of a rcarcity. The demand is only for baker's use, and a few arrival would soon reduce rates. This is, and always has been one of the most fluctuati? market. PORK AND LARD. COAL, in consequence cf the hijh price of wood meets ready sale. From the Globe. Mr. Blair: In a late number cfthe Globe you have given it as your opinion, that the number of Electors for President, in 1832, must be equal to the present number of Senators and Representatives; and Mr. Ritchie, in the last number of the enquiry, thinks the question doubtful. If vou will turn to the Laws of the
United States, 8th Act, 1st Section, of
the 2d Congress, approved March 1, 1792, you will find that the question is settled in opposition to your opinion. It is there provided, that the number of "Electors shall be eqtial to the number of Senators and Representatives to which the several States may by law be entitled, at the time when the
