most decided condemnation. It is understood that he had prepared a veto message,and based his objections chiefly on the grounds of provisions which were stricken out in the House. The veto, as prepared, did not meet the bill as passed. It was understood that the friends of the bill would pass it, if returned, by the requisite majority.

About two o'clock at night, a muster of

took place; yet, upon inspecting their forces, it was believed that the bill would pass notwithstanding. Whereupon, the "old Roman" put the act in his pocket, and thus, by an abuse of the veto power, arrested the constitutional action of Congress. U. S. Telcprash.
