Willard are rather unkind. He has been true to all the qualifi cations of a Democratic Governor un rnnn1nn. mercenary, drank: and now -1 ' because he is lapaing into a profound reti racy, bis own friends ought not to "fun these things in his teeth. His patronage and power, it is true, are about gone; but his partisan friends should recollect, that he is the oaly man m the State who ever made drunkenness respectable, or a stepDin stone to Democratic promotion. A Democratic paper says of bim and of this new Penitentiary project a project, which, if not arrested, will cost the State $1,000,000 before it is completed: Pkcitistiart Located ! The reported location of the new Penitentiary at Loean sport, proves to have been incorrect; but on Friday of last week it was located at Michigan City. This only makes the matter worse, as Loganxport is centrally situated and has many other advantages, while Michigan City is perhaps the most unsuitable location that could hare been found within the borders, of the State, and was not considered by the Commissioners, when they made their celebrated pilgrimage through Northern Indiana, as poeses sing the least shadow of eligibility. It is situated on the extreme verge of the State, and any advantages there may be from its location will be reaped by Chicago rather than Michigan City. The location might as well have been made, so far as any advantage to the State is concerned, at Chicago, orin Michigan. The corrupt means which have been used to consummate this nefarious scheme are of course, hidden from the world; but that there is corruption there can be no doubt. Gov. Willard repeatedly assured several or our citizens, among wnom are some of his warmest friends, that the pres-; ent board should never have the location of : the Penitentiary, and re weald veto any 1 choice they might make; but if they could be induced to resign he would agree to the location at Fort Wayne. He had previously pledged himself not to oppose the location here if the Commissioners should select this place. Alibis pledges are broken, his word falsified, and his best friends have been deceived and duped. TLisof course han not been done without a consideration, and though It may be impossible to prove the bargain none who know Gov. Willard can come to any other conclusion than that there is some corrupt speculation at the bottom of the matter. The Governor is not the man to incur the odium and risk the consequeucea of such an act on bis future political course without an equivalent. The Commissioners, too, have repeatedly given assurances that they had made their final location, and neither could nor would change it. How is this sodden backing down to be accounted for ? f'erhaps some clue to it may be found in the fact that Gov. Willard when he found them so impractical! honest bad stopped their pay ; but on the day of the location, each of them drew $1500 from the State Treasury, and they and their worthy Governor drowned all psat differences in a glorious drunken spree ! Such a scandalous affair cannot be expected to be sanctioned by the Legislature, and we shall expect a searching investigatigation tobe made before any-fuither appropriations are made for continuing the work. The Governor and his commissioners may locale the Penitentiary at Michigan City, but we do not consider it by any means certain that it will ever be built there. It should be remembered ako that the commissioners purchased a site for the -.1 t:.-i... f. T-!.t.:il yiiwu I, mis yiatc, aim iusiijii. nui.fiii has deeded the land to the State for that purpose : but as the State Auditor deelined to audit the allowance, the purchase money has not been paid. The title to the site is now vested in the State, against which Mr. Kockhill wiil be obliged to commence a suit for the amount due and damages he has sustained in the transaction. This . business is goiog to involve the State in endless trouble and expense, and we should much like to ste how hi Excellency and his companions will explain and justify their extraordinary conduct in the premises. 0"The United States Senate has refused to confirm the treaty which Minister Mc Lean made on the part of theUuited States with the Liberal Government in Mexico. The vote was 31 in its favor, all Democrats, and 20 ir, the negative, all Republicans. A two-thirds vote being required, the treaty was killed. This is the first instance of the power of the Republicans in the Senate being effectual io legislation. It seems to have been exercised very recklessly, as the treaty contained many provisions which would have been of great advantage to the I United States. -Journal. j The above is news to the balance of man- ; kind, that th3 "treaty which Minister Mc Lean made on the part of the United States ! with the Liberal Government of Mexico was refoaed by the U. S. Senate." Mr. Cooker ly hns the advantage of the "grape vine line," and we hare no doubt he gets his information that way . He is generally behind the times, but when he is up be is always wron j. There has been no such vote taken on the McLean treaty. Our neighbor has mixed up in his mind two very different matters. Oo the Nicaragua treaty the vote stood as above stated, but ; final action has not yet been had on t- e j Mexican treaty. j We are rather impressed with the idea ; that the editor has jumped a little too soon j in other respects in this matter. Bat he j know, and will, in his own good time, j point ut the "many provisions which j would have been of great advantage to the I : United States," in this treaty.
