LEGISLATIVE 8UMMAEY.
SENATE, Feb. 9.—Consumed almost the entire day in the consideration of the Temperance Bill and amendments. The bill lin&lly failed on its engrossment. The Bill districting the State for Supreme Judges was re-committed with instructions to report a bill dividing the State into four districts, instead of three
HOUSE.—The general common school prime sold at $14,25. bill was reported this morning. Its provisions are as follows ,*
The bill consolidates the entire school funds levies a tax of 15 cents on each 8100, and 25 cts. poll tax the business to be done by civil instead of Congressional townships the township trustees manage the whole educational affairs of the township without having districts establishing as many schools as may be necessary, Dut not more than one for every sixty resident scholars the income of the school fund to be distributed to each county and township according to the number of scholars incorporated cities and towns are to have the management of their own schools, independent of the township in which they may be situated a tax of] of one mill, and twenty-five cents poll tax is laid for the establishment of township school libraries one State Superintendent, and fifteen circuit Superintendents are to be created the salary of the State Superintendent is to be $1500, and of the district Superintendent, $000 each the latter Superintendents arc to visit the several townships of their respective circuits a State Board of education is to consist of the circuit Superintendents, to meet annually at Indianapolis graded schools may be established whenever practicable the inhabitants of the Township may levy an additional tax not exceeding 5U cents on

for school purposes A report was made by Mr. Ilolman from the Judiciary Committee, that a special law to authorize the re-location of a county seat would be unconstitutional but the House refused to concur in this opinion. The bill to re-locate the county seat of Fountain county was lost. Ayes 34, noes 46.
Mr. Stuart reported a bill to establish a Free Banking system. In its genera! features it conforms to the New \rork Free Banking system, except that it does not allow bonds and mortgages to be part of the securities, but Indiana and United States stocks, and stocks of other States conditionally. A resolution to adjourn on the Oth of March was indefinitely postponed. A joint resolution was introduced by Mr. Hunt for the construction of a ship canal around the rapids of the St. Mary river at Saute Sainte Marie. Bills were passed To authorize the recovery of fence rails and other property removed by high water Joint resolution to provide for the printing of the constitution with the laws.
The bill to .sell the interest of the State in the Madison and Indianapolis Railroad, tbe., after being amended so as to make the minimum valuation of the bonds on the 1st day of January, 1854, at 44 cents, passed yeas 57, noes 24.
Mr. Stuart introduced a bill fixing the salaries of Supreme find Circuit Judges, Auditor, Secretary, and Treasurer of State ut $1200, without any perquisites, and of the county Clerks, Treasurers, and Auditors as follows If the population of the County does not exceed six thousand at $400 if not over ten thousand, $700 if not over thirteen thousand, $800 over thirteen thousand at $1000. No perquisites to be allowed them but they are to account for all received.

When the misguided and imprudent votary of pleasure Hiids he has imbibed the seeds ol this disease, it too often happens ihat an illUmed sense of shame, or drvad of discovery, deters him from applying to those who, from education and respectability, can alone befriend him, delaying until the constitutional symptoms of this horrid disease make their appearance such as ulcerated sore throat, diseased nose, nocturnal pains in the head and limbs, dimness of sight, deafness, nodes on the skin, bones and arms, blochcs on the bead and face, anil extemeties, progress on with frightful rapidity, till at last the palate of the mouth or the bones of tbe nose fall in, and the victim of this awful disease beconics a burr id object of com? miseration, till deatji puis a period to his dreadtut suffering*, by sending him to ''that bourne whence no traveler returns."
