sent lo Santa Anna, and he advised of the withdrawal of the regular troops, inarched •at once from San Luis to Encarnacion, and shortly after fought 'l'avlor al Huena Viita. For this high ofTencc of opening a public document, (Jen. Scott preferred charges and sent them to the Secretary of "War, But no court was ordered. After the capture of llie citv, lie deemed it necessary for the good of ihe service, to arieRt three officers of the army, and again fent chai•ges lo Washington. This lime he hoped a Court Martial would he called, but he was mistaken. One of tho arrested, who had preferred chargcs against him, was released without a trial, whilst a Court •of Inquiry was ordered lo inquire into the chargcs preferred by the one released. Under the circumstances, can you wonder •that Scolt fuels chagrined? Can vou •wonder that the proud spirit which bore •linn from victory lo victory in this valley has been partially broken, and the firm step which was wont lo iread the earih so proudly, has been changed to the slow pace of the disconsolate? 1 confess that my heart bled when I saw Winfield Scoti standing before the court, a criminal (to •use his own language.) I could scarcely realize the fact. To see him there amongst those he had accused, "scrambling for justice," impressed me with a feeling I can•lioi portray. I thought of the lasl six inonihs, of ihe great service he had rendered his country, and, for the moment, thought applicable the saying, that "Reipulilics are ungrateful." 1 thought of The battles in this valley—from Contreras to tho National Palace—of the time when things looked darkest, and he showed himself to the troops—what confidence it inspired in lliem, and how cheerfully they would move forward to attack the foe sanguine of success when ho directed.
I conirastod those limes with tho present, and it was painful. I never saw liim look sorrowful till then. When Churubusco was beiuif stormed, and he iia(l sent his body-guard to ihe light, and vhen then llie oiiiv reserve regiment— tho Hides—were ordered to the support of Shiolds' when the last were disposed of—-when tho hardest had to fend o(T— there was an anxiety in his face, hut nought like sorrow. I soon had ihe pleasure, then, to see him smile, lor the legions of Santa Anna had been put to flight by his well directed columns. Hut there was nothing of that sort to change the oounlenauce in tho Court ol Inquiry.— llo entered it sorrowfully, ami left it without a change. It is true that his lip would curl with disdain, ore.tsionally during the progress of the trial, but then it would again resume its melancholy. (icntleniOH, I wotthl not possess the feelings that actuate (Jen. Scolt now for nil tho high honors that ho won. He cannot bo under the least apprehension as to tho result of any court, but then lie had aright lo expect belter things from that country, whose honor and character in war he had so far advanced. 1 believe that no man but \Vinfield Scott, crippled as ho was in resource*., and with that handful of men, could have ever made his way into this capital, where he is now a •'prisoner at large." Who is to reward hitn now for all lliai he endured from Vera Cruz to this capital? for ihe sleepless nighls he ha* passed in his tent, tracing the lines of tho map to find the easiest access to the ciiy? What can compensate him for all this, I ask, when the powers at Washington have hurled him from command, brought him before a military court at tho instance of those he hail accused, and by so doing sought to rob htm of the laurels which now deck the brow of the greatest general alive? Ho will soon return to the United States, and should ho pass through your city, I trust that you will give him that welcome the gallant State of Louisiana knows so well how to bestow. CHAPARRAL,
