My^Dear Sir —To all human appearance, the termination of this miserable wtr with Mexico, is more remote than tlhenlhe first biow was struck. In my judgment it was unnecessarily and unconstitutionally*- co'mmenced, by marching bur-"army ittjn disputed territory in the possession oi Mexico And.lUiink,that 1 Congress'who, tlnijuestionably. have the power slioufd put an end to the'war, on just and honorable principles.

After agreeing upon the term* on which a treaty should be made, they should call upon the Executive by resolution, to offer a,peace to Mexico upon that basis and *. during the negotiation hostilities should be suspended.' If the President shall re* •, fuse, to do this, in the military appropriation bills, the army should be required to take such positions as shall carry out the views of Qongress. These bills the President* could not veto and he would be bound by their requirements. This may be done by the House.

I hope Congress will refuse toifsneany more Treasury notes. The notes detnan* ded, in addition to those already in circulation. would flood the country with that description of paper. Such an emission would constitute a Government Bank, controled and managed by a party administration. We have now fifteen millions of Treasury notes in circulation, and authority to issue five millions more. I wQuld not increase this circulation a dollar bu: reduce it as speedily as possible.— Such a system would be incomparably more dangerous to the public liberty, than any other system of banking that could be devised.

To meet any deficiency of the revenue to pay the current expenses of the war, I would authorize loans at par, paying not more than six per cent, interest, and if loans cannot be made at this rate, let the administration resort to a system of taxation, which shall cause the people to feel the expense of the war. All war* should be accompanied by a system of direct and internal taxation. Nothing short of this can show, in addition to the sacrifice of life what we pay for military glory.— This was the policy in the better days of the republic.

The late war with England was nobly sustained by the people, not only in the field but by the payment of taxes. And they will sustain every just war, in which our country shall be involved. But I risk nothing in saying that an attempt to adopt such a system of taxation would wind up this Mcxican war in sixty days. And this shows that the war should be put an end to. This may be done by Congress in ninety days, end 1 pray God that iliey may do it. Very truly yours,

ALLHOOIHCAL.—A traveller setting out upon a long journey, was assailed on the road by curs, mastiffs, and half-grown puppies, which came out frorrt their kennels to bark at him as passed along. He often dismounted from his horsa to driva them back with stones and sticks, into their hiding places. This operation was repeated every day, and sometimes as often as 10 times a day. Tho consequence was, that more than half the travellers'* time was consumed in chasing these dogs and puppies. At last he was overtaken by a neighbor, who was going the same road, but who had set out a long lime after him. The latter traveller was very much surprised to find the other no further on his journey, and on hearing the reason, "Alas!" said he, ''is it possible that you have lost your time, and wasted your strength in this idle occupation?— These same animals have beset me all along the road but I have saved my time and my labor tn taking no notice of their barkings while you have lost yours in resenting insults which did you no harm, and in chastising dogs and puppies whose manners you can never mend."

A GOOD ANECDOTE.—The editor of the New York Tribune, writing from Washington. says: "Four members of the House were in a steamboat off the Southern coast some nights since, making all haste to be present at the organization. The night was a bad one and the wind blew furiously-so one of them whohad some skill in nautical matters, went aloft to tako an observation. •'Is there danger?" was the anxious inquiry of another member when he returned. ••Yes, there is danger," was the reply— ••great danger but if we go down it will make no odds at Washington—we stand two and two."

Conrt of Inquiry on Gen. Scott. Th« National Intelligencer, of the20th, stys:—"Late last evening, we learnt authentically, that Gen. Towson, Paymaster General, did set out, on Monday v$ht last, for Mexico, where he is, in conjunction with Gen. Cushingand Gen. Butler, of the Volunteer forces, to from a Court of Inquiry, ordered by the President of the United States on General Scott—a very singular Court, by the way, to sit in judg. mem on the General-in-chief of the Army.
