This campaign, on which yon l«»ok lightly, will add t» it a sum more than twice as great as the entire debt of the Revolution. You have l»een opposed to the extension of the patronage of the Executive, at least in profession.
But this war is doing m^re to enlarge his patronage than any other policy which your opponents could have adopted. Yon profess to he in favor of a metallic currency. Do you not see that with an increase of stocks and 1 reasury

The people aro not able to understand why you should vote money so profusely to get indemnity and refuse to take it when obtained and hence public opinion has been brought so decidedly to the conclusion not to lei initiate the war without territorial indemnity. But if such territorial indemnity is to be had without involy. ing the hazard of conquering the the country, with •II the dangers to which it would expose us, we must decido whether wo shall adopt a defensive position or not now—this very session.- It will, in all possibility,
too late at the next.
I have now, Senators, delivered my sentiments with freedom and candor upon all the questions connoctcd with those resolutions. I propose nothing now but, if I find that I will be supported, 1 will move to raise a committee tu deliberate

The opportunity is favorable while there are so many officers from Mexico now in the city, whose opinion would bo of great value in determining on the one to be adopted. If the course of imlicy which I have suggested should lie adopted, wr may not get peace immediately. In asserting that the only alternative between the policy recommended by the President and the adoption of a defensive posiiion, I have put out of the question the policy of taking no territory. I have dono so because I believe the voice of the country has decided irrevocably against it. and that to press it art the alternative, would render almost certain the final adoption of the policy recommended by the President, notwithstanding the disasters whioh it threatens. I.et me say to my friends on the other side of the chamber, (for as such 1 regard them, for political dillerences hero, do not affect our personal relations.) lhat they have contributed by their course to fix the determination not to terminate the war without suitable indemnity in territory. 1 do not reler to your voto recognizing the existence of war between the Republic of Mexico ami the United Htates. I well know that you voted with a view to furnish immediate support to den. Taylor and his army, then surrounded by imminent danger, and not with the intention of recognizing the war, and that you remonstrated and protested against that interpretation being put upon your votes.

Do you not sec that, by the vast increase of the expenditures of the country, and the heavy interest which you will have pay on the public debt, you are creating a necessity of increasng the du ties on imports to the highest point lhat revenue will admit, and thus depriving the country of all the practical benefits of free trade, and preventing the government from making any material reduc tion, until the whole debt is paid, which cannot be expccted during this generation! What could your opponentshavedonc more, or even as much, to destroy a system of policy which you rlaim to distinguish you from them, and to establish that which you allege to be the reason why they should be excluded from power.
