The miscellaneous news I shall be careful to gather from remote sections of the country by telegraph. I will obtain from the Executive Departments, through official sources, the matters of moment transacted in them," and, through agents employed for tlie purpose, all the city news of consequence in sufficient time to lie put into the Globe and mailed in iho Express Mail trains. In this way I hope to create anew era in the dissemination of news from Washington. Hitherto no newspaper has attempted to give authentic accounts of things done at Washington before the public mind at a distance hnd received its first

impressions from irresponsible telegraphic dispatches, or by letter writers biased uy peculiar views.

Washington has now become so great a center of political interest during all the year—the proceedings of the Executive Departments and the information collected bv them even during the rccess ol Congress is ol so much importance to the interests of every section of the country -that I shall continue tlio publication of the daily paper permanently with a view to become the vehicle of the earliest and most correct Intelligence.

It is part of my plan to reduce the pflco of the daily paper to half that of similar daily papers and thus I hope io extend its circulation so as to invite advertisements. I will publish advertisements of the Government To subscribers in the cities I hope to submit such terms as will induce them to advertise their business in every village throughout the Union, where the Globe is still daily under the franks of members of Congress, all of whom tako it, and tome ol them a large Cumber of copies.

The installation of a now Administration and a new Congress portends much chango in the eourseof public aflnirs as the result of the next session. Many vast iuterosts which were brought up in the last Congress were laid over by the Democratic majority to await the action of Democratic Executive The new modelling of the tariff the new laud system tlie question of giving homesteads, and making every man a freeholder who mny choose to become one the approximation of the Atlantic and Pacific oceans bv a national railroad across the territory of the Union reform in the Army, Navy, and civil offices—all these great oucations, with a thousand minor ones, deeply affecting multitudes of men and every Stato iu the Union, will, now being matured by public opinion, come up for the Gov« ernment's decision. Theaa new issues, cooperating with old ones, coming tip to be disposed of by new actors on the scenes at Washington, will be apt to modify greatly, if not alter essentially, the party organisutions of thecounlr/.

To these elements of interest another Is likely to be introduced by thu interposition of the agi tationa of Europe. After nearly forty years of peace in Europe there is an evident restlessness that now aeems fraught with tendencies threatening war and if war comes, in all likelihood there will follow such universal change that tha United Stales can scarcely hope to escape its vortex. Indeed, from late events it is apparent that our Government is already drawn into European difficulties. These circumstances are calculated to draw the public mind towards tlie next Congreas with much expectation.

But this has not been found satisfactory, in asmuch as It gave an incomplete view At the transactions in Congress and therefore I have concluded not to sell them apart, considering that neighbors can have the advantage of both by clubbing in case individuals shall find it too onerous to be at the charge of both.

To facilitate the circulation of tbe Congressional Globe and cheapen it to subscribers. Congress passed last year a joint resolution making!t free of postage, annex it, as the law may not he accessible to postmasters generally: Joint Reeolution providing lor the distribution ol «he Laws ol Congress and the debate* thereon.

Be it ordained by the Comwon

Council of the City jof Terre Haute, That any person or persons who shall exhibit or participate in exhibiting, any theatrical, or any other exhibition, or any public show, within tne city of Tetre Haute, for which money is demanded and received, except tor lectures on scientific, benevolent or literary subject*, and the apparatus for the elucidation of the same, and specimens OT the fine arte, without license therefor from the Mayor of said city, shall for each offence, On conviction thereof before the Mayor, forfeit and pay any sum not exceeding fifty dollars, with costs of prosecution-

Sectios 2. That every license for sny such exhibition or publfc show, shai state the name or names of the pet son or persons in whose favor and for what purpose the same is granted, and the time for winch it is to continue, and incase of any theatrical performance or exhibi.ion, cit* cus, menagerie, hippodrome, or exhibition ol wild animals, the house or place in whittb such performance or exhibition is to be had and such license shall be issued by the Mayor, on the applicant or applicants therefor producing the receipt of -he City Treasurer, specifying the said requirements, and showing, that such applicant or applicants, have paid the sum charged for such license, as prescribed in the succeeding section of this ordinance and on such applicant or applicants, paying fifty cents for issuing the same.

the sum to be paid for each

license as aforesaid shall be as follows: For exhibiting or showing either a hippodrome or circus Que Hundred Dollars, for each day, and for either a caravan, mendgerie or other collection of animals. Fifty Dollars tor each day, and five dollars for each day in addition thereto, for each side show annexed or attached to either and total! theatrical and other exhibitions and public shows, five dollsfs, for eodh day, during which any such exhibition, performance or show is to continue.

Providing for the impounding of Iloga running at large* Section

1.

Be it ordained by the Common

Council of the City of Terre Haute. That such portion of the north half of in lot No. 64 in the cilyof Terfe Haute ss shall be necessary, may be used as a pound, In which any hog or hogs found running at large, within the city of Terre Houte, contrary to the provisions of an ordinance, entitled, "An ordinance to prevent bogs from running at large," passed August 15, 1853 shall be impounded und, sold for the costs of keeping the same* according to the provisions of said ordinance and it is hereby further provided, thnt any hog or hogj so impounded, shall be sold, also for the penalty, that may be adjudged against the owner or agent thereof", for permitting such hog or hogs to run at large, contrary to the first section of siiid ordinance.
