"INSTRUCTIONS.
Embracing conditions to be incorporated in the contracts to the extent the Department may deem proper. 1. Seven minutes arc allowed to each intermi diate office when not otherwise specified, for as Sorting the mails but on railroad and steamboat route»ther« is to be no more delay than is siHfi cient for an exchange of'.he mail bags. 2. On routes where the mode of conveyance ad mitsof it, the special agents of the Department also post oflice blanks, mail bags, locks and keys are to be conveyed without extra charge. 3. For arrivals so far behind time as to break connexion, with depending mails, and not sufficiently excused, one fourth of the com pensation for the trip is subject to forfeiture.— Deduction may also be ordered for a grade of {performance inferior to that specified in the contract. A bfit received after time, viz. tlie 4th of April. 1853, at 9 a m,or without the guaranty required by law, or thal«ombines several routes in one sum of compensation, cannot be considered in competition with a regular proposal reasonable in amount. 12. the opening of Canal navigation the subscriber will be in receipt of a lull supply of the above Machines, which have been proved s«•perior to any others, both in this country and in England.
They are warranted to cut two acres of wheat or other small gram in an hour, andtosavo at least three-fonrths of all the wheat scattered by ordinary cutting, they are well made, of first rate material, very durable with proper care, nnd the raking of the wheat can be well done by a man ridiiig upon them.
These Reapers are also constructed with mowing machine attached, warranted to cut one and a fourth acres of grass per hour, and to do its work as well and as close to the eround, on smooth land, as ordinary mowing. Farmers and others are requested to call and examine these machines after arrival, and If they do hot, on trial, perform all that id claimed for them, any purchaser can return his reaper to me.
