Theaubject of Cuba and it* annexation^ is referred to by tbe P«^idei»t. He ststes that application had been made on tl»e part

HfntM tn tri-nartita Convention iuvirtue of which the three" powers would severally and collectively disclaim now» and Cvt the future, all intention to obtain theUJand of Cufca &,c. This arrangement the President thinks would be of doubtful constitutionality, impolitic and unavailing
Or the Tariff the President s^ya he last year recommended some nsodifications—and that he has since had no occasion to change his views as then expressed, on that iraportant question. Most manufacture he says require an amount of capital and a political skill whisli cannot be commanded, unless they be protected for a time from ruinous competion from abroad.
l*he President is op posed to all interference in the domestic affairs of other nations and gives his reasons at some length on that subject, which ought to be satisfactory to every true patriot. The 3feestage altogether is an admirable production* clear, explicit and to the purpose.
The second Hension of the Ttiirty-Second Congress assembled at Washi ngtoo oh Monday last.^—the term beietg limited to the.3d of March next. The fhortness of the Session (says the National Intelligencer), will necessarily make it'an active and bu^J one. There are none of the obstacles in the way of the transaction of business which embar.rased the last Session. The question of the .Piesidency is put to rest for four years at least and the other great sturftblinsr-bloek, the question of the Congress Printing, being ~now replaced upon a reputable footing, will probably be allowed to remain so, at least until the next Congress. The new Members of both Houses, schooled in the experience of the late nine months' Session, will be much better prepared than before to discharge their proper duties with satisfaction to themselves and advantage to their consti tuents. These are amongjhj cassiilatftliayua winch Induce us to expect, upon the whole a quiet and'harmonious Session.
R£46o»3.-—We have not seen an
account o£the late Scott Presidential defeat, •o emphatically expressed, in as few words as the following. Some papers, particolar1? Locbfoco, are quoting is as rather amusing. But it is the truth, well told—can't be beat for condensation. The syracuse Star thus speaks of the Scott defeat.
"The result was brought about by concatenation of fortuitous circumstance superinduced by a succession of unparalleled cvinci deuces"

The philosophical patience with which Americans take those moving accidents ,by flood -»Dd field, remains one of the S«hc of oldeh time. L^or instance, when tbe: roads are bad it is usual for the passengers to get out and walk until the travel becomes belter, and in case pfthe eoaeii getting fixed, (i. e. stuck up to the •-hub in-stiff mud-rut, or keeled over.) the common expedient is to get a fence, rail, or two or three, and by a judicious apt plication of the lever power, and vigorous use of thong, the passengers and horses commonly get all right again but frequently the wheels required to be pried ojjt sjo often, that when ihe stakejeuce! is not at hand, a passenger carries ii rail along-on his shoulder, as a portable avaii.agaitisi an emergeucy.
An instance, however, is mentioned of an v«i--s«ti«.iu ve hoo."d«i-. who had to w«*lk ten or twelve miles with the mud half way uj» his cowhide boois: and who [dune good service with his rail, but who fell a.lUtle ."riled, and kind of disposed
