Alao, letter from Dr. Houston. in re fare nee to the printing of the proceedings end debates of the Senate, and asking the farorable action of the Senate upon the reeolution offered some days since for providing seats for him and bis assistant# up* on the floor.
Mr. Clayton presented a memorial nf the-Society of Friends in Vermont, asking for the adoption of peaceful measure* for the immediate termination of the war which was read, aod a motion to print i, teferred to the committee on Printing.
Mr. Ashley, from the committee on Public Lands, reported back the bill to establish a general permanent pre-emp-tmn system in favor of actual aettlers up* no the public land*, without amendment.
Mr. Johnson, of La., I'rom the commit* tee on pensions, reported a bill to amend the act concerning the half pay of widows and orphans of eoldier*.
Mr. Rusk gave notice of a bill to estab* Itah an additional district court of Texas. Mr. Dou(!ass, on leave, introduced bill to establish a territorial government in Oregon which was read twice and referred to the committee on Territories.
Mr. Douglass gave noli*** of a bill to establish the territory of Minesota. Mr. Hannegan submitted the following resolutions, which were read aod ordered to be primed:
Resolved, That no treaty of peace can be made with Mexico, having a proper rejcard for the best interests of the United States, which doee not establish as a boundary between the two nations the roost suitable line for military defeoce.
Resetted, That in no contingency can the United States consent to the establishment of a monarchal government within the limits of Mexico, by the intervention of European powers.
Resolved, That it may become necessary and proper, as it is within the conetitutional capacity of thia government, to hold Mexico as a territorial appendage in tho condition of a province.
Mr. Yulee, from the committee on naval ofTairs, reported a bill making nn addi« tionol appropriation of $150,000 for the Brooklyn Dry Dock, which wss trhee times read, by unaoimoua consent, and passed.
The bill authorising the appointment of 12 Assistant Pursers in the Navy, WM taken up, and afier being amanded so as to make them Commissioned Officers, the bill was passed.
The morning business being disposed of, the Senate proceeded lo the considers^ tion of the special order, being the bill to^ raiae, for a limited time, an additional isilitnry force.
Mr. Johnson,of Md., took the floor, and after speaking for eome time, gave way to motion to adjourn, and the Senate ad journed.
HOUSE OF REPRESENTATIVES. The Speaker announced thai the first business in order would be the jotM reeo lution, respecting the transportation of tbe innils, and the amendments 10 ibe same recommended by the committee of the whole.
Mr. Goggin said lhat he wished to get rid of the rnsolnnoo aa it now stood, ani therefore moved 10 recommit the whole subject to the committee on the post office* and post roads, with instructions to re* port such facts aa have come before l! in the matter.
Mr. Brodhead said ihe better way to get rid of the resolution would be io lay it on the table. He, therefore, made thai motion. On which the yeaa and nays wore ordered and atood, yeas 67, nays 124.
On the adoption of the resolution aa a. mended. Mr. Jones, of Tennessee, culled for the previous question and the call bad a second.
Tho question on agreeing to the amendment offered by Mr. Jones, of Tennessee, was put and decided by ?eaa tod nays and tibet* Yeas 07 Noes 96, The Speaker voted in the negative aod declared the amendment lost.
The vote on the amendment offered by •Mr. Hall, of Missouri, waa now put, and .on it the yeaa and nays were ordered, and they atood as follows: Yeas 101 Nays 01. So tho amendment was adopted.
The qaostion was now put on ordering -tho resolution to be engrossed and decided 4o the negative. So the resolution waa billed.
On motion of Mr. Vinton, the House •new resolved itself into a Committee of the Wtale (Mr. Joseph R. Ingersoll in the chair) aod took up the Preaideot's meseage for reference. -Mr. McClerland, of Illinois, addressed th committee at length. A motion was made to reconsider the vote referring the resolution to the committee of the whole but it failed.
