Its effect opoa the Whigs most be great and overwhelming and thoogh the first re{mrtof this speech, produced great astonishment this community, and great difierencte of opinion among Whigs, yet the interval of ten days eermi to have softened down tbaee difficulties, and to have prepared the wey for a combined and unt tersel affort of the Whige in support of Mr. Clay and to make him their candidate for the Preside* «y, on the principle* be has now enunciated. The friends of Taylor aiid Scott among the Whig ranks bare been for come time rather vociferooe hot it «ens they are now qnieted, charmed end overborne by the passionate entboaiasm of Mr. Clay's friends. Whether the first excitcment produced by thie eloqoent speech will subside apd enable them to recover their ground, time will tell. Mr. Clay^s doctrines are ondonbtedly, well pat forward. The picture which be draws of the lamentable eoneeqoenees which might perchance foil «pon this Union from the annexation of Mexioo, will make a powerful impression. We heve thought otherwise, and we yet cling to oor first opinion, being more disponed to look forward to the benefits socrning from the cooqoeet of Mexico, as be great event of the dey, than to calculate upon future evile, or to harbor the thought of danger to the progress of eoeiety,'

This remarkable speech, containing so comprehensive a view of the present poeiticn of the United 8tates towards Mexico, and predicting so forcibly a dark future, strengthened by reference to tbepast history of twenty centuries, is well calculated to produce a great effect on the minds of the American people, no matter whether in favor of renunciation or annexation, in it* whole length or breadth. The poeiiions assumed in that speech sre coiichcd in the moet burning eloquence, calculated to produce a great effect on «very unprejudiced mind. We most reflect on the destiny of this country—we must, as a nation and people, determine on what is lo be done with Mexico. This is the great question of the day.— This is the knotty point that astonishes and stagger* the whole country. On this point Mr. Clay* views sre expressed with the greatest, and in the most burning eloquence. He is againet ell an negation, except it is the mere harbor of San Franeieco. He gives his reasons in strong language, in a most forcible style, end In a most convincing shape. He assumes a moral attttude, which, were it adopted by the nation, wdbld at reach astonish the countries of Europe by its sublime magnanimity, its almost heavenly, its saintlike forbearance, as they have been thunderstruck by the brilliancy of our campaigns, the wonderfol •kill of our generals, and the terrible energy of the troops under their command. To abandon all our conquests in Mexico—to evacuate that country— to retire to our own boundary would be an example of magnanimity and forbearance—a moral, a political, a Christian example of magnanimity and forbearance that would certainly astonish and confound the world.

What, then, is to be doneT The question ettll recurs Shall weannex Mexico with sll itsauendant evils, ss propheeied by Mr. Cley, or believe in thoee signs of greatness repreeented by those opposed to them This Republic is certainly on the brink of some kind of a Rubicon. We must stand there, looking before and behind na, for the next twelve months to come. That Rubicon is the Rio Bravo Congress is there standing and looking acmes. The American people are there,gaxIng on thefrteeples of Mexico before them, and looking behind them on the peaceful and united land which they have hitherto to cultivated. What ie to be done! The whole civilixed world ie looking on and wstchine our conduct and operations What is to be done! We are in a more imported position than Cwar wae in when he was on the bank of that fatal stream, and there we must remain, calculating and cogitating, comparing and correcting until we make up and settle next November, as a great and free people, the issoe that mav give a new direction to the United Statee and to the whole civilixed world.

The Cincinnati Chronicle thus fixes the errors of the management in the conduct of the war upon the National Executive 1. In May, 1840, the President re ceived a general power to call out when and where he pleased no less than 00,000 volunteers. 2. Volunteer! h»*e always atoodwdy at his sere ice. 3.
