FRANCE.

It hai been rumored that, on the accession of Marshal Gerard to the Presidency of li»e Council, the King would no longer .assist at it# meetings, but the French pajpew o{ Saturday state that the unconstitutional practice still exists. General Drouet d'Eflon had been appointed. Governor of the colony of Algiers^ Nome troops had been marched from Perpigoan to the extreme frontier bordei ing on Spain. A Paris letter, dated July 26th, states thai on the preceding day the French Government had sent orders to the authorities of jjlai'ne to seize a vessel then in that pjrt, JadeflwtXli four thousand muskets and ammunition for JJon Carlos, and which were founded to belauded on the coast of Biscay.

The accounts from Spain are still vague and unsatisfactory. The Journal dc Paris the 25th, says "Don Carlos continues retired in the mountains, studiously avoiding a descent into the plain, where Gen. Rodil **khe*to draw him. No news of an engagement ha* yet been received. Letters received to-day from llodil announce that be luis taken all necessary mcasuries, and .expresses a confident hope of $ucccsss." lU'portfl pievailcd in Puris onthe2lth, of important defections from the Queen's jumyin Navarre, and of the occupation of

Vittorin by the fcoops 6t Doq Carlos.— Neither of these reports was credited on (tie "-{5th, although they had ibe effect of dcprcwing the Funds on the preceding day. It is stated tin the Paris papers, that •sonye preparatory private .meetings, of the members a£ then ew Courts had already taken place ia Madrid, at which were betrayed symptoms of -ullra-Jiberaiistn.

It was stated frorp Bayonnc, that Gen. llodil had laid a contribution of .§25,000 on theCapterof Pumpeluna, ^rrusted the Jitahop of that town and carried him away wilt* hi»«. lire troops still occupied Puente de la Rcyu?, !JfiU lla,and the neigh•borlMMwl. pf

On the ^Cth Of July "telegraphic despatches had reached 'the French GovernmerU from liuvonne up to the 25th. They ropresent the relative position of General Hodil and Don t'arlo? in terms calculated lo prepare one for the route of the Prelender,'Hodil had caused Gnatc, Siilvticrra, nnd Allaguen lo be occupied, in conscquetce of Zumalacarregny had fallen bat un Aixuzna. Don Carlos had retired to H)i»oudo or Valparlos evidently ^vilh design to secure his re-treal into France. An Aide-de*Cainp of Uodil, who had ft him (Rodil) at Esteliaon the 20th, had arrived at Bay on no with despatches for Gen. Marispe. The French papers contaiu a Decree of Dod Carlos, and ther matters connected with hjs proceed iogsin Spain but his probaUe.cxpulision from thence deprive them of interest.

IISTtiR»A.NCKS IX MADRID^*! .r Frightful excesses have been committed ty the populace at Madrid on the bursting forth of the cholera. As in Paris and elsewhere the first ravages made b) the disorder were believe*! lo be the effect of poittHU nnd it having been suggested that tlu monks ha&fwiscfocd the wells the mob broke into throe convent, pillaged them, nnd massacred several of the monks. The fJovemment had, ltowevej, ditecled vigorous measures against the oflendem, and tranquility hud been restored and still reigutd in Mudiid at the slate of the last accounts. A great number of families had, however, 0cd from Mud rid, and panic prevailed throughout the entire of Castile.

About the same time two manufacturers of cigars in the city were detected, upon whom were found various small cakes of nux vomica, which (hey said had®been given them at aa eating-house in the Calie de loe CeQpos, where, upon examination, were found two pounds and seven ounces of the same material, which the owner admitted he had received for working up, from the junta of pharmacy, An hour aftef this Jitfcover^ a parly of people*at the

Puerta del Sol stopped a young man of 20 years, whom they accused of haying thrown some powder* into the tanks of the fountains in that neighbourhood, but whom they treated so roughly that he died whilst they were conducting him to prison. Public irritation being thtts increased by these new excitements, the people turned out in a body and rushed towards the college of the Jesuits, whence they said shots had been fired against them, arid where an agent of destruction, with the mix vomica cakes upon his person had sought refuge, the Jesuits closiug their doors upon him and ringing the alarm bell.

Inquiries are now going on into all these occurrences, and it is hoped that in the result, the truth will b« discovered. It is a curious circumstance thai owing to this last excitement, the people of Madrid seem to have forgotten thoir original fears as to the fountains having been poisoned,

During the early part of the night, at^ tacks were made upon the convents of St. Francis and La Merced, and some Friars wefe killed in both places.

At three in the morning the CaptainGeneral retired, leaving public tranquillity re-established, and taking measures to prevent similar attacks, which, he was informed, were meditated against the convents of.S. Cayctano, the Trinity, the Cai»jjen, and BassiUos, and which, in fact did not take place. His Excellency, for greater security, has divided.Madrid into four districts, to which he has allotted separate chiefs'.

Upon the arrival of his Excellency the Captain General of Police at his post, he found that the populace had already scaled the convent and killed six of the Jesuits, and in the recess ^f the bolted gate, four others had been put to death. Whilst this was passing in this quarter, another parly of the mob had formed together in the quarter of St. Thomas, by previous arrangements, for an attack also upon the same .convent. twas said that the mob were first provoked by a shot hrcd from the place against the Captain.of the police, which proved the sigmd for the insurrection, and that the mob then assailed the placc in a body, forced the doors, and killed the defenders. 'JThe unexpected appearance of the Captain General put* a stop to further violence, and be left upon the spot a sufficient guard of military and policc to guard against their renewal.

Throughout the whole of yesterday the garrison remained under arms: a strong force was maintained in each of the convents but nothing occurred again to dishe a

At six in the evening the troops of the garrison nnd the Urban ^ililitia were mustered in the Calle de Alcala. along which they were drawn up, and where they remain at the moment we are writing this.

at all surprising: it buld indeed be strange, if the fact were otherwise. When a President of the Unided States undertakes to grasp at all the powers of the Government to trample on the venerable chart, which the people gave him to direct his course— to crush the Legislature by his veto—to seize upon the Treasure)'—to place his iron hand upon the whole appointing power— can his friends and followers be wild enough to believe that the people will behold these things with indifference?— When, going beyond the mere claim and assertion oi these novel powers, he ventures to use thcan and t/'grind the Interests of the people to powder beneath the millstones of his ruinous cxperimenlc, can they believe that the people will kiss the rod whith scourges them?
