In examining the accountsnnu passing the snms expended! for contingencies, it has occurred to the Commissioners of this Board, thnt their increase would not be in the ratio of nn increased amount expended in more vigorous prosecution of (hecanul and thatcconomy would suggest, tlierefore,such increased extent ofleitings as would comparatively lessen thcset expenses.

The Board, in making such further recommendations to the General Assembly, ns by law they are requested and invited to make, do respectfully suggest, that the laws now in force in relation to the canal be amended in the following particulars, viz: 1. That the plat of canal lands, now on

For the payment of her stock in the Bank, and to enable her to make the loan to Crtizen stockholders for the payment of the 2d and 3d instalments on their stock, the slate is to negotiate a loan of $1,300,900 for 20 or 25years, at an interest of 5 per cent., if the whole number, of Branches should organize if there should not be thnt number then the loan is to be in proportion to the number of Branches organized according to the foregoing provisions.

A Sinking Fund is created, consisting of the unapplied balances ot all loans on the part of the stale, made for the purpose of paying for the state stock in the Bank or for paying the instalments of the stockholders, the dividends of the state stock ^n the Bank, &>c., and the pnnctpararra nrtrrcst %jt x\va km«. u—.v -.u-u made to stockholder* as aforesaid as the same shall be paid in. This fund is under the direction of the President and Directors on the part

of the state in the State Bank, who are styled the Commissioners of the Sinking Fund. It is made the duty of said Board to see to the payment of the interest on the state loan, and for this purpose they have the light to lequire the services of the Bank free of charge. The Queen of Spain had toned a decree, confiscating all the property of DOR Carlos, of every description* He is said to have been tbe richest man in the kingdom. His wealth amounted to severril millions of dollars.

The acknowledgement of Donna Maria by the Queen of Spain is not confirmed. The new 'government seems to please the people—since, with the exception of the northern provinces, the country is quiet. Tbe cholera bad prevailed fatally in Seville, and a great panic at Malaga, affecting trade, was the consequence. Don Carlos seems to be in bad odour at Madrid. The decree against him severe enough.
