1 am admonished, sir, by my exhaust

ed strengh, and bv I tear, your more ex

hausted patience, to hasten to a close.

Mr. IhtMdent, a oreat novel, and untried

measure, is persevei ingly urged upon the acceptance of Congress. That it is preg

nant wall tremendous consequences, lor good or for evil, is undeniable, and admit

ted bv ail. We firinlv believe that it will

be fatal to the best interests of ibis country, and ultimately subversive of its liber

ties. You, who have been greatly disappointed in cither measures of equal pro

mise, can only hone, in the donbdul and

uncertain future, that its operation may

prove salutary. Since it was first pro

posed at the extra session, the whole peo

ple have not had an opportunity of pass ing in judgement upon it at iheir elections

As far as they have, they expressed

their unqualified disapprobation. From

Maine to the State ol Mississippi, its eon

demnation has been loudly thundered

forth. In every intervening election, the administration has been defeated, or ils former majorities neutralized. Maine has spoken: New York, Pennsylvania, Maryland, Ohio, Rhode Island, Mis.-issippi and Michigan, all these Slates, in tones and terms not to be misundeistooil, have denounced the measure. The key-stone State (God bless her) lias twice proclaimed her rejection of it; once at the polls, and once through her legislature. Friends and foes of the administration have united in condemning- il. And, at the very mo

ment when I am addressing you, a large meeting of thu late supporters of llie administration headed by the distinguished gentleman who presided in the electoral college which gave the vote of thai patriotic State to President Van Buien, are assembling in Philadelphia, lo protest solemnly anainst the passage of this bill. Is it riht that, under such circumstances.

it should tie loree.l upon a reluctant but free and intelligent people? Is it right that this Senate, constituted as it now is, should give its sanction to the measure. I say it in no disrespectful end taunting sense, tmt we are entitled, according to the latest expressions of the popular will, and in virtue of manifestations of opinion deliberately expressed bv State Legislatures, to n vote of oo against the bid; and

I am ready lo enter, with nnv Senator, friendly to the administration, into details j to prove the assertion. I
