It is stated in the London times that the enrl of Dundonald (better known as lord Cochrane) was examined last session, before the commons committee, cn steam navigation to India. His lordship, among other matters, said he hail projected "a substitute for steam," as wel as "a new mode of propelling vessels. " The substitute for steam i quicksilrer; and lie employs it'to produce power by exhausting one vessel and compres-ing air in another, thu forming an at mnsphei ic plenum or vacuum, which will produce the same eflect as the plenum, and vacuum formed by the generation of steam and its condensation." This plan (superseding the necessity of carrying coals) he added, is peculiarly adapted to agiialed water like the sea. The plan may be wholly worked without fuel. The evidence and papers are too long for extract, but bis lordship con eludes this part of bis evidence with stating, that 'vessels filled wilh quicksilver apparatus might be provided wilh sails of the usual kind; there would be no smoke nor any fire, and there need be no indication from their external appearance that they are equippid in any other manner than as sailing vessels. As to Ihe method of propelling n-iihat paddle wheels, (his lordship says), I should be happy to lay it before the committee, were my patent right secured.1' A public dinner is to be given at Philadelphia to the honorable George Poindcxfrr.and a committee ofone hundred and fif ty gentleman has been chosen to make the iecessary arrangements for the festival. A committee has been appointed to proceed, this tlay to New Castle, lo receive Mr. Poindcxter. Can surh things be? The Richmond Whig of Thursday states that the President relying on his popularity being able to "stand any thing11 offered to appoint Mr. Tasfy to Ihe Bench of the Supreme Court, since the adjournment of Congress, after the Senate had rejeted his nomination! For the removal of certain snags and suoketi logs, in uud near Black's Cut-off, to bo designated at the time of letting, amouuime to about one bundled and seventy-five. 2nd. For clearing off about eighteen acres of timbered land, contiguous to BlaikU Cut off, by the acre. 3rd For clearing out the channel at the Lit' tie Chan Rjiple, omounting to about two hundred and sixty cubic yards tf rock excavation removing snags logs, Ac. 'f- Eur improving the channel at the Grand Chain. This job comprises ll.e construction of about saves! hundred and titty lineal feet of crib work, nine feet wii!e, and fifty inohes high, filled with stone; about niue hundred and liny cutic yards of loose rock embankment, end about twelve bundled end fifty cubic yards of fast rock excavation in the channel. 5th. For removing the obstructions at CoOee Island. '1 his job includes about sevei.tecn bun dred cubic yards of excavation, in the channel, principally of solid rock; about four hundred and filly cubic yards of loose roik embankment and protection wall ; and two hundred and fifty lineal feet of crib wing dam, twenty inches high and fifteen feet base, filled with Bione. 6th. For excavating a channel at the While R ivtr Raptds, amounting to about five hundred and fifty cubic yards of olid rock; and for constructing a crit) wing dam, two feet hi-.1!, twenty fuel base, and about six hundred and fifty feet long, filled with stone and gravelled. A more particular description of the several obstructions, and of the woik to be performed, is given in the report of Ihe engineer; which report, toge'her with plans and specifications will be eihihihted on the days of letting. Persons making proposals, are requested to specify the jobs separately, and to state the price per eubic yard for excavating and tiniovingsolid rock, loose rock, and loose roclt and gravel the price per cubic yard for lcose rock embankments and win;-dnms the price
per running foot for crib work, and crib wingdams, filled with rock, Sec. and the price per snag or log, for tlitir removal. It will be expected from persons with whom the subscribers are unacquainted, that recommendations for character and capHcily to fulfill their contracts, will accompany their proposals. Estimates of the amount of work will Le made at stated periods, and paym.nts made thereon, not exceeding thre-fourthi of the uluo of the work actually performed, and the residue will be retained until tha contract is completed and received.
