That according to the true inten; and meaning ofthe Cincinnati platform, the people of each territory, prepartory to their admission into the Union as a State, have an inalienable right to adopt and ratify their constitution at a fair election, to be held in pursuance of law for that purpose, and that no territory should be forced into the Union as a State with a Constitution which has cot been thus ratified and adopted. 4. Resolved, That we are still in favor of the great doctrine of the Kansas-Nebraska bill and that by a practical appli. ration of that doctrine, the people of a State or of a territory are vested with the right of ratifying or rejecting, .at the ballot box, any constitution that ranv ba formed for tb sir government; and" that hereafter no territory should ba admitted into the Union as a State, without a fail expressioa of the will of the people being first haJ upon the constitution accomp.v nying the application for admission. 5. an enabling act, requiring the constitution to be submitted to '.he people, should be followed in all future c;ues. 6. Resolved, That in Stnator DouMas we hail the enlightened statesman, 'the tried patriot, and the eloquent and fearless champion of popular rights. 7" Itfol'fJt That we admire his heroic fidelity to principles and his E'ern iutecrrity of pu-pose which resisted alike the threats and blandishments of power
