THE PHILIPPINE PROBLEM By the terms of the bill agreed I to by the Insular Affairs Committee of Congress it is proposed that after the elapsing of twenty years the President of the United States shall, without the formality of a plebiscite or' < i further action by the American i Congress, proclaim the indepen-j dence of the Philippine Commonwealth. It is also propc-sed that all powers voted y Reside;: Commissioner as the representative of the Goverifiment of tl ;* United St tes shall be exerci e 1 only by the President, of the United States. Another wise provision proposed is that no officer of the American Army or Naw shall be eligible to appoint men’ as Resident Commissioner. Whih the proposed bill does not offer that full measure of autopexmv desired by the leaders of the Filipino people, it does, if it becomes a law. commit the United States irrevocably to a program which will, with the passage < f a score of years, bring the realization desired. There has been introduced in the Senate, however, under the spdnsership of Senator LaF 1* lette, a bill providing for the im mediate with Irn ’al of the United States p ron the Philippines. It may develop that a coahtioicf Democrats and LaFolh tto H" publicans vill comnel even greater concession: by the Administration. MAJORITY HAVE GOITRE A survey just completed bv Dr. C. !l. REPORT OF THE FISH AND GAME DIVISION A semi-annual report of the fish and game division of the state conservation department for the first six months of the present fiscal year, or for that period I etween October 1, 1923 and April 1, 1924, shows total receipts {of $131,606, with disbursements !of $85,093, against $117,485, receipts and $58,819, disbursements for the same period the year previous. The net gain of $14,120 in receipts is due to a more intensive cooperation between the public and the division, and the $26,275 increase in disbursements this year was caused by construction cf a new hatchery at Avoca, Lawrence county, with cost of a larger force of game wardens, George N. Mannfeld, division superintendent, explains. The Avoca hatchery will be completed this year, it is said. The division issued 135,920 licenses the first six months this year against 123.137 in the same period a vear previous, showing a net vain of 12.783. Arrests totalled 998 as against 813 last year while the number of fees from fines collected was 1,0a2 as against 767, or a gain of 260, showing, more activity on the p"rt of the warden force, the report adds. There were 946 persons convicted in the last six months and thev paid fines and costs aggregatin’? $18,923. For the same period the year previous 777 convicted persons pa’d fines Y'n costs amounting to $15,441. Ar-. its and convictions made in thej i six months of the present fiscal ■ rear are nearly three times more than wardens piad? in an entire vear under the did department, i Mannfeld points out. It may be interesting to note. ! the report adds, that the annular license sales have nearly doubled. I For instance in 1918, 9^,666 li- ; censes were issued. In six i months this year the department officials exnect tn have issued at least 185,000 or double the num- } ber Issued in the fiscal year of 1918.

TURKEY RUN STATE PARK INN Inianapolis, Ind., May’ 26. —Mrs. Della Luke who has managed Turkey Run State Park Inn so successfully for the past four vears, is also to manage the new hotel in Clifty Falls State Park at Madison. t , According to Richard Lieber, director, Mrs. Lv-ke will also continue to manage the hotel at Turkey Run park. State Parks were officially opened May 20 and despite the inclement and adverse weather, attendance is surprisingly large, indicative that Hoosiers are anxious to .get into the open after a particularly long and trying winter season, Mr. Lieber savs. Turkey Run Park is really an ahsenson place as the hotel is heated with steam. The attendance so far this season at this place is far in the lead of previous years. More than 70,600 people visited this reservation in 1923. It is expected that the new hotel' at Madison park will be ready for the public early in July. Clifty Falls park, is reached by three important state roads and is geographically in the path of tourist traffic crossing -southern Indiana. Located on a high bluff overlooking the Ohio river, it will be one<of the most picturesque hostelries in the state, and its popularity is practically assured, conservation officials state. METHODIST FAMILY UNITED By a vote of 802 against 13 the report of the joint commission ‘ on unification was adopted by the ; Methodist General Conference in session at Springfield. Mass., and reunion with the Methodist Episcopal Church. South, from which the northern bodv split 80 years 1 ago became a reality. Joy was unbounded. Tears streamed from the eyes of the delegates. The victory for progress was more complete than anyone had dreamed. The next step to complete unification will be to call a general conference of the Methodist Church. South. Under the provisions of the joint report the two churches are made one church with one general conference and two jurisdictional conferences with a judicial council to pass on the acts of both. All the present bishops both north and south will become bishops of the united church without further action. The general conference will meet quadrennially as at present and the jurisdictional conferences will follow. The denomination split eighty years ago over the question of Bishop Andrews holding slaves, which had been left as a bequest to his wife. As it was illegal in the State of Georgia to free slaves, the bishop had a difficult nuestion to settle. Naturally there was widespread variance of opinion and the controversy turned out to be the rock on which the church ship was wrecked. o The Railroad Brotherhoods’ Investment Company of Cincinnati, capitalized at $10,000,000 has been organized bv members of varicus railroad brotherhoods to underwrite bond and stock issues, buy and sell mortgages develop properties in various parts of the country, and finance the building of homes for members of the various railroad brotherhoods.
HOUSEHOLD HINTS Potato water will brighten tarnished silver. Very hot soapy water means easy dishwashing. A little borax added to starch will mean smoother ironing. Place your mint and parsley in air-tight fruit jars and they will keep fresh for days. , > A slice v of juicy tomato rubbed en the ink-stained linen will frequently remove the marks. — Long steeping destroys the delicate flavor of tea and develops acids that may prove injuricus. Run cold water over the dish on which you are to empty a mold of jelly and it will not slide. Never buy canned goods that seem just a little bulgy. It is a certain sign that the contents are spoiled. There is no economy in using i fruit that has started to decay; ’ to do so is apt to bring on digestive difficulties. If a little kerosene oil is used in the water in which you wash your floors they will always have a rieasant shine. Water in which bran has been .boiled is excellent for colored lawns and dimities since it make:; them look like new. Milk should be heated in boil ing water, using ,a dooble boiler or its equivalent. It should never be allowed to boil. For a change cook small new onions with the peas. Some cooks prefer.this combination to the usual peas and young carrots. Put a layer of brown paper on the kitchen table before cover- • ing it with oilcloth. This will prevent the oilcloth from cracking. j Never attempt to fry in fa f that is saturated with water as it is from cooking a watery veger table like eggplant. The result ? is absolutely indigestible food. k If you do not have a broiler with your range, you can make ’ a pan broiler by cooking your meat in a hissing-hot-skillet or griddle and turning often, as in broiling. Jars cf preserves that hive been sealed for quite some time will be easier to turn if a warm ’ row is placed on the cover a few . minutes beiore the jars arc r opened. Frosted bulbs give a much soft- ‘ er glmv to a room than the ’ brighter variety, and unless the light is for sewing or reading, are much mere attractive in bridge or parlor lamps. The new potatoes are coming in and a reminder that a small amount of baking soda dissolved ’ in the water in which the potatoes are cleaned will cause them to scrape much more quickly. j Do not neglect ventilation in ■ your as it is most important for carrying out od >rs of ' cookirtg, and because a well-aired room is much cooler than one in which the air becomes stale. i Keep cc-ffee in bright tin or glass, tightly closed, away frem the light where it is dry and cool. Fresh-ground coffee is much stronger and has a better flavor i than that allowed to stand for a time after being ground. If you are employed and therei fore wear the same pair of shoes all day, don’t forget to give them i a good airing at night and an occasional pow dering of boric acid. FourTeet will feel the difference this treatment produces. When preparing mustard water for a foot bath always dissolve the mustard in cold water. Otherwise it adheres to the skin and blisters it. Disolve two tablespoons of mustard in a cup of cold water and add to the foot bath. o, — PUT UP A STIFF FIGHT Says the Millersburg Grit: Alonzo Aker, local naturalist, captured a male cricket with thej aid of two matches the other day.’| The cricket put up a stiff fight ; but lost against such great odds, j Alonzo says the bite of a male cricket is as poisonous as that of a rattle snake. They live in sandy ground and burrow holes in the ground much like gophers. o SIGNS—“For Rent” and “For Sale’’ signs are carried in stock at the Journal office.

TAX-EXEMPT SECURITIES ’ It is.a law cf economics that; money follows the lirte of least; resistance; and since tax-exempt; securities furnish the line, money flow’s into this channel. Collecting interest on bonds requires about as litHe energy as turning over in bod when one gets tired of a fixed position. Just now there is strong sentiment in favor cf taxing bonds that up to the present time have ] been known as “tax-exempt securities.” In the light of a difficult situation, we have concluded that the way to “put on the brake” is to tax these bonds. Time deposits in bank?, bring four per cent and are taxable. This new move would place the public bond and private time deposits erf “an equal footing before the law;” and in doing so, public and private enterprise would stand on an equal financial basis.. It is highly advisable that a, township ,county, corpora.!icn or j even a state know orccise.ly who furnishes the funds to buy itsi bonds: else those same-bonds! that v’ere intended for the public | -rood, form a rope to hang it to; the limb of financial distress. i — o __ OUT OF THE (JLOOM Many a Gloomy Countenance in Syracuse Now Lightens .
