HBh JH RALPH W. NEFF Ralph Neff Ralph W. Neff, 91, r 1 box 94, Milford, died at 10:45 a.m. Thursday, Oct. 4, 1990, in Lakeland Loving Care Center, Milford. Born May 25, 1899, in Milford, he was the son of Orvil and Cora Mathews Neff. On June 28, 1919, he married Grace Pinkerton, who died in 1980. A lifetime area resident, Mr. Neff was a retired farmer and retired as a school bus driver after 48 years. He was a member of Milford Christian Church. His survivors include two daughters, Emogene Niles, Syracuse, and Mrs. Ralph (Darlene) Hawkins, Nappanee; four grandchildren; and four great-grandchildren. He was preceded in death by one grandson and one sister. Funeral services were held at 1:30 p.m. Sunday, Oct. 7, in Milford Christian Church with Brian Wilcox, youth minister of the church, officiating. Burial was in Milford Cemetery. Glennys Schwartz, 88, Fort Wayne, died at 10:10 p.m. Sunday, Oct. 7, 1990, in Parkview Memorial Hospital, Fort Wayne. Born January 10, 1902, in Wells County, she was the daughter of Daniel and Dora Husson Byerly. She was married to William H. Schwartz, who died in 1989. A lifetime Fort Wayne area resident, Mrs. Schwartz was a buyer for the Boston Store and later for Sigrist Furniture Store, both in Fort Wayne. She retired in the late 19605. She was a member of Trinity English Lutheran Church of Fort Wayne, Trinity Circle and Altar Guild, past matron of Fort Wayne Chapter of the Eastern Star and member of Teti Sheri Temple #6O. Her survivors include one daughter, Jo Ann Robinson, Syracuse; 4 grandchildren; and three great-grandchildren. Steele, 90, r 4 box 375, Syracuse, died at 1:29 a.m. Saturday, Oct. 6, 1990, in Goshen Hospital. Born April 19, 1900, in Howe, she was the daughter of Ira E. and Mary Estelle Wenger Ruth. On August 29, 1923, she married Cleon V. Steele, who died in 1968. She moved from South Bend to Syracuse in 1964. Mrs. Steele was a former teacher in the South Bend schools and was a member of Calvary United Methodist Church, Syracuse. Her survivors include three daughters, Mrs. John (Carolyn) Lubach, Clinton, Wash., and Mrs. James (Mary Lou) Krider and Mrs. Vern (Phyllis) White, both of Syracuse; 16 grandchildren; and 16 great-grandchildren. She was preceded in death by one son, John R. Steele. Services were held at 8 p.m. Sunday, Oct. 7, in EastlundHarris Funeral Home, Syracuse, with Rev. Kennard Robinson officiating. Linda Ann Stevens Linda Ann Stevens, 49, 430 Baughman Ave., Claremont, Calif., died at 7:30 a.m. Friday, Oct. 5, 1990, following an extended illness. Born August 30,1941, in Culver, she was the daughter of Harold and Flora Poehlein Young. On August 25, 1963, in Milford, she married Arthur D. Stevens; he survives. Formerly of Milford, she moved to Claremont in 1966 when her husband joined the faculty at Scripts College as a professor of art history. A 1959 graduate of Milford High School, Mrs. Stevens received her bachelor of science degree in business education in 1963 from Indiana University. She free-lanced as a typist and held several jobs while raising her family. Nearly 12 years ago, she joined the administrative staff at Pamona College. In 1983 she became director of developmental systems and in 1986, she earned her master of science degree in management and information systems from the Claremont graduate school. Surviving in addition to her husband are two sons, William Dene, Claremont, and Michael John, Santa Cruz, Calif.; one sister, Mrs. Joe (Marian) Sunthimer, Nevada, Mo.; and a twin brother, John H. Lucile Zimmerman Lucile Zimmerman, 75, Morton, 111., died Thursday, Oct. 4, 1990. She had been in ill health. Born January 21, 1915, in Cissna Park, 111., she was the daughter of Joseph and Anna Yergler Beer. On January 23, 1938, she married Jefferson B. Zimmerman; he survives. Mrs. Zimmerman was a homemaker and a member of the Morton Apostolic Christian Church. Surviving in addition to her husband are three sons, Bruce, Morris and Emery; two daughters, Betty and Sonya; one sister, Mrs. Harry (Mattie) Bauer, Cissna Park; and several cousins in the Milford area. She was preceded in death by one sister and one brother. Funeral services were held Monday, Oct. 8, in Morton Apostolic Christian Church. Russel Barnhart Russel Barnhart, 79, 601 W. Catholic St., Pierceton, died at 2:25 p.m. Thursday, Oct. 4, 1990, in Columbia City Community Care. Born August 19,1911, in Monroe Township, Kosciusko County, he was the son of Elmer and Jessie Circle Barnhart. On August 8, 1936, in Warsaw, he married Mary Jean Meredith; she survives. He was a retired farmer and retired as a production foreman for Gatke Corp., Warsaw, after 53 years. Mr. Barnhart was a member of First Baptist Church, Pierceton. Surviving in addition to his wife are two daughters, Carolyn Bohnstedt, Milford, and Rosalie Hartman, Loveland, Colo.; one son, William Barnhart, Avilla; eight grandchildren; eight great-great-grandchildren; one brother, Lloyd (Buck) Barnhart, Columbia City; and two sisters, Vivian Kiern and Willodean Adams, both of Columbia City. Dorothy Frauhiger Dorothy Ellen Frauhiger, 84, 310 N. Buffalo St., Warsaw, died at 5:39 p.m. Friday, Oct. 5, 1990, in Kosciusko Community Hospital, Warsaw. She was a sister-in-law of Della Baumgartner, Milford. Born June 16, 1906, in Warsaw, she was the daughter of Ernest and Dessie Goshert Clase. On September 28, 1928, in Warsaw, she married Herman P. Frauhiger Sr.; he survives. A lifetime Warsaw area resident, she was a homemaker. She graduated from Warsaw High School and was a 1928 graduate of John Herron Art School in Indianapolis. Mrs. Frauhiger was a member of First United Methodist Church, Warsaw; Tuesday Afternoon Circle of the church; and Mothers Study Club. She was a Mobile Meals driver and a past district deputy of Pythian Sisters. Surviving in addition to her husband are one daughter, DOnna Ellen Keough, Warsaw; one son, Herman P. Frauhiger Jr., Warsaw; eight grandchildren; five great-grandchildren; and one brother, Milo E. Clase, Fort Myers, Fla. She v/as preceded in death by one great-grandchild, one sister and one brother. Joyce McGriff, 76, Sawmill Lake, died at 2:04 p.m. Friday, Oct. 5, 1990, in Kosciusko Community Hospital, Warsaw. Born May 22, 1914, in Spencer, lowa, she was the daughter of Frank and Ruth Hatch Nash. On October 17, 1933, she married Lester McGriff; he survives. She moved from Marion to the North Webster area in 1962, and retired from Lisle Electric Products, North Webster. Mrs. McGriff was a member of St. Martin de Porres Catholic Church, Syracuse. Surviving in addition to her husband are four grandchildren; 10 great-grandchildren; and two sisters, Velma Porter, Anderson, and Sylvia Schneider, Buffalo, N.Y. Born February 23, 1909, in New Paris, she was the daughter of Gray and Bessie Clayton Burtsfield. On October 14, 1928, she married George S. Mishler; he survives. Mrs. Mishler was a former secretary for George Mishler Insurance Agency and served 'as Jackson Township trustee. A 1927 graduate of New Paris High School, she was a member of New Paris Church of the Brethren, where she was active ,in the women’s work of the church. She was a charter member of the former Women’s Club of New Paris. Surviving in addition to her husband are one son, Phil G. Cedric Moschel Cedric Wayne Moschel. 84, North Webster, died at 2:45 p.m. Thursday, Oct. 4,1990. in Kenney Nursing Center, Ligonier, where he was admitted August 14. He was born October 27,1905, in Leßoy, 111. On July 31, 1941', in Cromwell, he married Mima Yoder; she survives. x A resident of the North Webster area for nine years, he was employed with Goshen Implement Co., and for 25 years, he was in sales and service with Seagly Implement Co., Topeka. Mr. Moschel was a member of Wawasee Lakeside Chapel. Surviving in addition to his wife are a foster son, John Kaebler, Dayton, and three grandchildren.
S tote RUNAWAY MUSTANG — While Halloween is still a few weeks away, it looked as though the demons were loose early in Milford Tuesday afternoon, with a driverless car striking two vehicles before coming to rest at 12:30 p.m. The 1981 Ford Mustang pictured was apparently left running while parked on the east side of Main Street, near the First National Bank, when it slipped into gear and struck a 1986 Dodge van, registered to Iva Scott and J.R. Linville, Syracuse. After striking the van, the automobile proceeded to the other side of the street where it hit a 1979 Dodge truck (shown in the photo), pushing it three feet onto the sidewalk in front of Doll’s Decorating. No damage was caused to the van while the truck suffered up to |l,ooo in damage. The Mustang, registered to Michelle White, Sryacuse, suffered approximately 1400 in damage, according to Milford Town Marshal David Hobbs.

Janice May of Tippecanoe Township appeared before the Kosciusko County Board of Zoning Appeals, Tuesday, seeking the go-ahead to operate a day care center from her home. Though not opposed to the home occupation request, adjacent property owner Robert Paton did voice concerns. Paton asked that May be required to erect some type of fencing to keep the children away from a pond located in a low-lying area

Murray. 78, 14797 CR 48, Syracuse, died at 8:30 p.m. Wednesday, Oct. 3, 1990, in Fountainview Place, Goshen, where he was a resident five years. He was born April 21, 1912, in Middlebury. On August 16, 1947, in Goshen, he married Ruby D. Yontz; she survives. He moved from Buffalo, N.Y., to the Syracuse area in 1947. Mr. Murray was a seaman on the Great Lakes for 12 years and was a dairy farmer. He was a member of College Mennonite Church. Surviving in addition to his wife are one daughter, Mrs. Keith

While proposing a motion for ' the request, the BZA noted that adequate fencing and other regulations for a day care center must be stipulated and approved by the state and local welfare departments. The petition was granted contingent on the welfare department’s approval and a sixmonth review. Area Approvals Paul Gardner of Van Buren Township was given approval by the BZA to construct an addition on his residence. The home is located on the southern shores of WaubeeLake. Richard Beeching, Little Barbee Lake, decided he would rather be allowed to construct a wood deck than nothing at all. Beeching's original petition to the BZA was a request for a screened-in porch 12 feet off of the water's edge. Noting that any enclosed addition would require further setbacks from the waters edge, the board voted to allow Beeching the right to build a deck with 30-inch railings. Expansion Denied Petitioning for a variance that was denied in 1984, Attorney Steve Snyder went before the BZA to again plea for his client.

Kim Contos, Webster Lake. “Yo'Ui' job is not to decide if she should be penalized for something her contractor did,” Snyder told the board members noting that the porch was built without a permit. Snyder argued that the duty of the BZA is to grant variances as areas change. He noted that the 9x12 closed-in porch Contos now has matches those that exist on neighboring lots. Adjacent property owners Bill and Lynette Silvey were opposed to the petition. Mr. Silvey claimed that Contos dug a trench and put railroad ties in the lake to hold back the water line so the porch would meet proper setbacks. “She can’t move the house but she moved the lake,” he said. Snyder rebutted that litigation is now pending between the Silvey’s and Contos and that their arguments are biased. He further stated that rebuilding the porch would be an economic hardship to the petitioner. The BZA voted unanimously to deny the petition. The next meeting of the BZA will be held Tuesday, Nov. 13, at 8:30 a m. in the meeting room of the Kosciusko County Justice Building.
