the local sale right down the street. Many times sellers will have a garage sale to get rid of unneccessary items or pick up some extra spending cash. Eloise Halsey of Waubee Lake, and her sister Betty Coy of Syracuse, have became professionals ip the firt of selling Halsey explains that almost every summer they have a yard sale. Many times friends and family will also donate their

goods to the cause. This year alone four different people are involved with the sale but. as Coy points out with a laugh. “Only two work." Halsey recently moved to a much smaller home and many of the unneeded items were being , sold.. Items included small appiances. dishes, clothing, and various odds and ends. Also each year during the winter, she will crochet various crafts to be sold at the annual yard sale. The early bird always gets the worm seems to be the motto among bargain hunters. There are plenty of professional garage sale shoppers out there who travel from sale to sale each week. Many times these professionals will negotiate a price, trying to get the best bargain What doesn't sell will usually be donated to the Salvation Army or other thrift store, or may even be saved for another yard sale next summer Never more than at a garage sale, does the cliche ring so true "One person's trash is another's treasure." Fabric softener sheets I like to think of myself as being thrifty. One of my favorite money-savers is cutting my fabric softener sheets in half. This stretches one box into two They work just as well, and as they say. a penny saved is a penny earned Tricia R .Tulsa. Okla

Seek DA permit for Barbee Lakes

Lakeview Terrace Mobile Home Park, r 1 box 248. Leesburg, has submitted an application for a Department of the Army (DA) Permit, subject to Section 404 of the Clean Water Act (CWA). The project is located in the Grassy Creek Boat Channel at Barbee Lakes and within the southeast quarter of Section 17, Township 33 North, Range 7 East, near the intersection of Armstrong Road and CR 500 N in Kosciusko County. The purpose of the application is to prevent shoreline erosion. The application proposes to construct#,464 linear feet of concrete seawall. This would require the excavation of approximately 400 cubic yards of dredged material from the shoreline to provide a solid, level base for seawall construction. The dredged material would be placed landward of the shoreline and then used as backfill. The plans indicate that the average projection of the seawall lakeward from the Ordinary High Water (OHW) elevation of 836.4 feet mean seal level (msl) would beß' 2 feet. The proposed construction of the concrete seawall is auffiorized under the provisions of 33 CFR, Section 330.5(a)(25), for concrete placed into tightly sealed forms or cells, where the con-' crete is used as a structural member which would not otherwise be subject to the Clean

Meeks encourages Hoosiers to sample Indiana history

History buffs take note: a free guide to Hoosier properties listed on the National Register of Historic Places is available through the Indiana Department of Natural Resources (DNR). "This guide is a must for anyone who is interested in Indiana's history," said State Senator Robert L. Meeks (RLaGrange). “These historic places give us a chance to really experience our past, something an old photograph just can't do.’.’ Among Indiana's 787 individual properties and 72 historic districts listed on the National Register are sites such as Angel Mounds State Memorial in Evansville which depicts a Middle Mississippian Indian town dating between AD 1150-1540; and Tippecanoe Place, a museum and restaurant in South Bend which is the former home of the Studebaker family who produced the well-known car of the same name. Tippecanoe Battle Ground Historic District near Lafayette is included in the guide, as are the homes of Hoosier authors Gene Porter Stratton and James Whit comb Riley. Through the National Historic Preservation Act of 1966. the National Register was developed as both a planning document and an official listing of sites, buildings, structures, districts and objects worthy of preservation across the United States. According to the guide, sites under consideration for placement on the National Register must be at least 50 years old and must possess local, state or na tional significance in relation to

Water Act (CWA). A DA Permit cannot be issued if any legally required federal, state, or local authorization or certification is denied. A DA Permit. if otherwise warranted, will not be issued until a Water Quality Certification or waiver is on file at the US Army Corps of Engineers, Louisville District office. The applicant is responsible for obtaining the certification from the Indiana Department of Environmental Management. Copies of this notice are sent to the appropriate Federal and State Fish and Wildlife Services. Their views and comments are solicited in accordance with the Fish and Wildlife Coordination Act of 1956 and the Endangered Species Act of 1973, as amended. However), there are no known facts that) indicate the proposed work would destroy or endanger any known critical habitat of a threatened or endangered species listed or proposed. Therefore, unless warranted by later developments, no formal consultation specific to Section 7 of the 1973 Act, as amended, will be initiated with the US Fish and Wildlife Service. Any person may request, in writing, within the comment period specified in this notice, that a public hearing be held to consider this application. A request for a public hearing must state the specific interest which

one of four criteria: be associated with significant events or people in our past, illustrate architectural importance, or have or may yield important information in prehistory or history. . "This guide can put us in touch with places that have special importance and give us a sense of where we have been,” Meeks

Moped or scooter? —

Operators need to know road rules

By MARY JANE LORTON Staff Writer

Going to the beach. Playing outside. Picnicking. Riding a moped 9 Though it may not be considered atraditionajjsummer time activity, riding mopeds on thnstreets of Milford has become a popular 'diversion since the dismissal of school only two weeks ago. And the riders of these motorized bicycles need to brush up on the rules of the road, says Milford Town Marshal Dave Hobbs, or face potential warnings and fines. "We’ve given several warnings in the last few weeks," reported the town marshal at a recent meeting of the town council Within the last month, Hobbs estimates that 40 warnings have been issued to moped operators. Per the town marshal, the biggest problems with respect to the mopeds are that the riders are: not carrying required identification or permits, exceeding the speed limit, or carrying passengers. In general, every person who rides a bicycle or operates a motor bike, scooter, motorcycle, car or truck, is governed by the same traffic laws and regulations Therefore, if one rides a moped, he or she must stop when required, use turn signals, yield when required, etc. Those parents thinking about purchasing a moped for their 13-year old should think again According to state law. "a motorized bicycle may not be operated by any person under the age of 15; by any person who has not obtained an identification card, a learner permit, an operator's license, a chauffeur's license or a public passenger chauffeur's license." Those 15-year-olds in need of identification cards can obtain them at a

might be damaged by issuance of the DA Permit. The National Register of Historic Places has been consulted, and it has been determined that there are no properties currently listed on the Register which would be directly affected by the proposed work. If the department is made aware, as a result of comments received in response to this notice or by other means, of specific archaeological, scientific, prehistorical, or historical sites or structures which might be affected by the proposed work, the District Engineer will immediately take the appropriate action necessary pursuant to the National Historic Preservation Act of 1966 — Public Law 89-665 as amended (including Public Law 96-515). The Corps of Engineers is soliciting comments from the public; federal, state, and local agencies and officials; Indian tribes; and other interested parties in order to consider and evaluate the impacts of this proposed activity. Any comments received will be considered by the Corps of Engineers to determine whether to issue, modify, coridition or deny a permit for this proposal. To make this decision. comments are used to assess impacts on endangered species, historic properties, water quality, general environmental effects, and the

license bureau, Hobbs informs. In addition, all persons who are under 18 years of age must wear protective headgear and protective glasses, goggles, or a transparent face shield, when operating a moped. "And they cannot carry or transport passengers." the town marshal adds. Exceeding the speed limit, especially when the speed limit is 25 miles per hour, presents an additional problem according to the town marshal. For not only is the rider considered to be speeding, but he or she is also considered the operator of a scooter — not a moped By definition, a motorized bicycle is created with a maximum design speed of no more than 25 miles per hour on a flat surface. Those vehicles with the capability of exceeding 25 miles per hour are not mopeds. “They're classified as scooters," explains Hobbs, adding, these vehicles require a motorcycle endorsement and a valid driver's license. Parents who have paid between S7OO and SI,OOO for what they believed to be mopeds are upset when they discover that what they have really purchased are scooters. "Check to make sure what you're getting (when you may purchase a moped).” advises Hobbs.
