WEBSTER CHOIR — The North Webster School fifth grade special choir is pictured during a practice session at the school. The choir will perform at the school's Christmas concert on Monday. Dec. 4. All North Webster students in the third, fourth and fifth grade will perform at the concert, along with the seventh and eighth grade band. The program will take place in the school gymnasium beginning at 7:30 p.m. Selections will include. “1 Can Feel the Christmas Spirit," "Spirit's Gonna Get Ya.” "God Must be Happy Tonight." "So Still in Bethlehem." "Little Christmas Tree."

I By EMILY THOMAS Guest Feature Writer When Indiana was permanently separated from the Northwestern Territory, there was little in the condition and surroundings of her people to indicate the coming of great commonwealth. Jn a time when every settler s cabin was a fort or a blockhouse in miniature, and Indians roamed all sides of the territory, thoughts of an education system were slowly developing. Ideas of education were beginning to form primarily due to the belief that if people were to be self-governing, then the people must be enlightened In the “Ordinance for the government of the Territory of the United States northwest of the river Ohio” ( passed by Congress. July 13, 1787). the question of education was prominently recognized as one of immediate importance to the people. Section 14 of the ordinance begins as follows. “It is hereby ordained and declared, by the authority aforesaid 'the United States in Congress assembled), that the follow ing articles of compact between the original States and the people and States in the said Territory. and forever remain unalterable, unless by common consent.” The third article thus “ordained and declared” is worded, in part, as follow's: “Religion, morality, and knowledge being necessary to good government and the happiness of mankind, schools and the means of education shall forever be encouraged Religion, morality, and knowledge were made the foundation of faith in the future of our

country, and with that was the belief that to encourage education was the way to protect religion and morality. Indiana became a separate territory in 1800. and in 1804 (when Indiana included also what is now Michigan. Wisconsin, and Illinois) the public lands in the districts of Kaskaskia. Detroit, and Vincennes were ordered to be sold by act of Congress. Two years later, the General Assembly of Indiana Territorypassed an act. 'approved byGovernor Harrison. Nov. 29. 1806), which incorporated the first public school ever constituted within our boundary. It was called “Vincennes University.lt's purpose was the instruction of youth in Latin. French. Greek, and English languages, mathematics, natural philosophy, logic, rhetoric, and the law of nature and nations. The university was to be free, so far as funds would permit and no religious creed was ever to be taught. (Oddly enough, though, strong measures seemed to be taken in making sure that religion and education did not mix: it seems curious that in not so many years following these guidelines, the idea of “lottery'' was implemented by our lawmakers as a partial financial support system for the first institution of learning for girls in the state of Indiana.) Several small ensembles and the fifth grade special choir will be featured. The elementary choirs are under the direction of Karilyn Metcalf, and the band is under the direction of David Blackwell. Accompanists for the program will be Marcia Conkling at the piano, David Bowen on drums, and Daniel Allen at the synthesizer. There will be no admission charged. The public is invited to attend. ■r 1 / Sr ’1 CASE OF THE COUNTERFEIT' SANTA — The halls of the Milford Elementary School are filled wih excitement as the students prepare for their first ever musical melodrama. “The Case of the Counterfeit Santa" will be performed by the kindergarten through fifth grade classes on Thursday . Dec. 7. at 7 p.m. Fifth grade students will play the main character roles while students in grades kindergarten through fourth grade will be featured in the chorus. Under the direction of music teacher Ann Bushong, the melodrama requires audience participation in booing, hissing, and cheering while the plot thickens. Pictured are three of the four main characters in the musical. Meghann Stewart, who portrays the villian, casts a suspicious eye over Santa and Mrs. Claus. Ora Freeman and Carly Beer, as Santa dictates a list of who’s been naughty and who’s been nice to Mrs. Claus. Not pictured is Lindsay Kaiser who will be playing the role of Little Bright Eyes, the detective elf. In 1865. (near the end of the Civil War), the General Assembly Os Indiana passed a law. effective the 6th of March, allowing school funds to be separated into two distinct parts One was the “Common School Fund" and the other the “Congressional Township School
Fund.” Besides these two funds, the money and income derived from licenses for the sale of intoxicating liquors, unclaimed fees, money arising from strayanimals. and properties "taken up from adrift.” contributed to the school revenues foa tuition. Since 1865, there have been many changes, additions, and much retrospect focused on the Indiana public school system. It goes without saying that as long as there is a need for education, changes will continue. NIPSCO sponsoring annual poster contest
Northern Indiana Public Service Company is sponsoring its second annual poster contest for students in first through sixth grades. Deadline for entries is Friday, Dec. 22. This year's theme is Financial Aid meeting at WHS The General Financial Aid meeting for senior parents will be held Tuesday. Dec. 5. at 7 p.m. in the W awasee High School Auditorium. This is for parents of seniors planning to apply for financial aid in college for the 1990-91 school year. Junior parents are also welcome Steve Petty, financial aid director at Grace College, and Marilynne Curtis, Wawasee guidance director, will be presenting the program. The financial aid forms will be distributed at the meeting. Also covered will be local scholarships information, grants, loans, and general scholarship information, as well as the financial aid procedure. This will be followed with a FAF workshop on January 16. This is a line by line assistance in filling out the’ FAF form. This form must be mailed by March 1. suggested mailing date is February 15. Two receive awards

LOWRY (Extension Agent 4-H and Youth Paul Berkey and Penny Williamson have been awarded the national “I Dare Leadership Award" in recognition of personal integrity, balanced living and motivation for leadership. The honor was presented at ceremonies held at the 4-H Achievement Night on November 21. The "I Dare You Award" is made available each year by the American Youth Federation in cooperation,with 4-H leaders and extension agents across the country. The award was first offered in 1941 by William H. Danforth, founder of the Ralston Purina Company in St. Louis, who dared young people to achieve their highest potential and to influence others through lives of service. The award takes its name from the book, “I Dare You," written by Danforth, in which he commends the balanced life of mental, physical, social and spiritual development as the backbone of leadership. In addition to a certificate of recognition. Paul and Penny receive a copy of Danforth's inspirational book. "I Dare You." and a partial scholarship of $250 to attend a two-week National Leadership Conference sponsored by the American Youth Federation. Over 8.000 schools and 4-H programs participate in the "I Dare You Leadership Award" each year.

In an exercise held November 28. class members were given 20 minutes to survive (individually) by supplying food —fish, clothing — poncho and shelter — igloo. The solutions had to correspond with model sheets posted in the classroom. The students were restricted in the materials they could use.
